A.
Residential. Each major application for residential
development shall include provisions for the collection, disposition
and recycling of recyclable materials and refuse. Each multifamily
complex must provide bins in a convenient location or locations in
a common area as drop-offs for storing refuse and recyclables until
collection occurs. The holding area shall provide for truck access
and loading, shall be suitably screened from view and set back from
property lines. The screening shall include a solid wall and evergreen
vegetation equal to or greater than the height of the storage receptacles.
B.
Nonresidential.
(1)
Each application for a nonresidential use which utilizes
1,000 square feet or more of land shall include provisions for the
collection, disposition and recycling or recyclable materials and
refuse. The applicant shall provide a screened storage area. The storage
area shall be designed for truck access of pickup of materials and
shall be suitably screened from view if located outside of building
by a solid wall and evergreen vegetation equal to or greater than
the height of the storage receptacles.

All nonresidential uses shall provide a screened area
for the storage of pallets, trash and recyclable materials.

At the time of issuance of any building permit, the
Building Code Official will provide written instruction on proper
disposal and recycling of construction and demolition waste and furnish
a Notification of Construction/Demolition Activity Form that must
be filled out by the permittee and faxed to the Middlesex County Division
of Solid Waste Management (MCSWM) within 48 hours of the issuance
of a municipal building permit.
B.
The provisions of this article shall be enforced by
the Code Enforcement Officer of the Borough of South River, the Director
of the Department of Public Works, the Building Code Official, and
the South River Police Department.
Any person who violates any provision of this article, shall, upon conviction thereof, be punished as provided in Chapter 1, Article I, General Penalty. Each violation of any of the provisions of this article and each day that such violation shall continue shall be deemed and taken to be a separate and distinct offense.
