The West Amwell Fire Company is hereby established as the official fire company for West Amwell Township.

No person shall hereafter become an active member of the West Amwell Fire Company unless above the age of 18 years and not over the age of 50 years and a citizen of the United States and the State of New Jersey. Additionally, to be eligible to join the New Jersey Firemen's Relief Association, an active member must be under the age of 36 years.
Every member of the Fire Company, in order to receive credit, shall, in each and every year, perform at least 60% of duty, to be composed of actual attendance and duty at fires and drills, and a record shall be kept of such attendance and duty by the Chief of the Fire Company and reported to the Township Committee annually.
Every person seeking to join the Fire Company shall make application to the Company, and upon his election to membership by vote of a majority of the members present and voting, he shall become a member in good standing of the West Amwell Fire Company after approval of his membership by the Chief and approval of the Township Committee, and his name shall be entered on a roll of active firemen by the Township Clerk.

A length of service awards program (LOSAP) is herewith created in accordance with Chapter 388 of the Laws of 1997[1] to reward members of the Township of West Amwell Fire Department for their loyal, diligent and devoted services to the residents and businesses of the Township of West Amwell.

The LOSAP shall provide for fixed annual contributions to a deferred income account for each volunteer member that meets the criteria set forth below. Such contributions shall be made in accordance with a plan that shall be established by the Township of West Amwell pursuant to P.L. 1997, c. 388, and such plan shall be administered in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Code, and this article.
The LOSAP shall provide for annual contributions to each eligible member that meets the criteria as follows: A year of service shall be credited under a service award program for each calendar year of which an active member of the Township of West Amwell Fire Department accumulates at least 50 points; 50 points per year equals 100% of the award.
The LOSAP shall provide for contributions as credit for no more than five years of prior years services for each eligible volunteer in accordance with the following schedule:

The estimated cost of the program has been calculated as follows:
A. 
The annual contribution shall be $1,000 per eligible member. The cost to the Township of West Amwell is $11,000 per calendar year beginning year 2003.
B. 
For contributions for prior years' service: $50,000.

Each active volunteer member shall be credited with points for volunteer services to the Township of West Amwell Fire Department in accordance with the following schedule: see attached Point Schedule.[1]

The West Amwell Fire Department shall be responsible for maintaining records and providing certification to the Township as required by N.J.S.A. 40A:14-190 and 191.
A. 
This article shall not take effect unless it is approved by voters as a public question at the next general election held on November 5, 2002.[1]
