From and after the date of the passage of this article, it shall be unlawful for any person or persons to take upon or to push, pull or in any way operate upon the upper deck surrounding the Ventnor City Recreation Pier, located at Cambridge Avenue and the Boardwalk in Ventnor City, New Jersey, any baby coach, perambulator, bicycle or tricycle in any manner whatsoever.

Any person violating the provisions of this article shall, upon conviction thereof before any Judge of the City of Ventnor City, or any other officer having jurisdiction thereof, be subject to a fine of not more than $10. In addition to or as a substitute for the previously mentioned fine, the imposition of community service shall be authorized as an additional penalty, which community service shall not exceed 90 days.
