The Office of Township Manager is hereby created by the Township of Exeter.

The Township Manager (hereinafter referred to as "Manager") may be appointed for an indefinite term by a majority of all the members of the Board of Supervisors (hereinafter referred to as "Board"). The Manager shall serve at the pleasure of the Board and may be removed at any time by a majority vote of the Board. At least 30 days before such removal is to become effective, the Board shall furnish the Manager with a written statement setting forth its intention of removal.

The Manager shall be chosen solely on the basis of his or her executive and administrative abilities, with special reference to the duties of the office as herein described. The Manager need not be a resident of the Township at the time of appointment, but may not reside outside the Township while in office except with the approval of the Board of Supervisors.

Before entering upon his or her duties the Manager shall give a bond to the Township with corporate surety to be approved by the Board, in an amount to be determined by the Board, conditioned for the faithful performance of his or her duties. The bond premium shall be paid by the Township.

The salary of the Manager shall be fixed, from time to time, by the Board of Supervisors.

A. 
The Manager shall be the chief administrative officer of the Township and shall be responsible to the Board as a whole for the proper and efficient administration of the affairs of the Township. The powers and duties of the Manager shall be nonlegislative and shall relate to the general management of all Township affairs not expressly imposed or conferred by statute or ordinance upon other Township officers or employees.
B. 
Subject to recall by resolution or ordinance, the powers and duties of the Manager shall include the following, without limitation:
(1) 
Supervise and be responsible for the activities of all Township departments, except such departments the supervision of which is not delegated to the Manager by the Board;
(2) 
Hire and, when necessary for the good of the Township, suspend or discharge any employee under the Manager's supervision, provided that all full-time policemen shall be suspended or discharged in accordance with the laws of the Commonwealth of Pennsylvania, and provided further, that the Manager shall report, at the next meeting of the Board thereafter, any action taken by authority of this subsection;
(3) 
Have the power to fix wages and salaries of all personnel under his or her supervision, within a range previously determined by the Board, and subject to any applicable collective bargaining agreements;
(4) 
Prepare and submit to the Board before the close of each fiscal year a budget for the next fiscal year and an explanatory budget message. In preparing the budget, the Manager, or an employee designated by the Manager, shall obtain from the head of each department, including the Police Department, estimates of revenues and expenditures and other supporting data as required. The Manager shall review such estimates and may revise them before submitting the budget to the Board;
(5) 
Be responsible for the administration of the budget after its adoption by the Board;
(6) 
Hold such other municipal offices and head such municipal departments as the Board may from time to time direct, including, but not limited to, Township Secretary, Township Treasurer, Township Engineer, Superintendent of Roads, Zoning Officer, Building Inspector, and Purchasing Agent;
(7) 
Be notified of all meetings of the Board and its committees, of the Zoning Hearing Board, Planning Commission, and Exeter Township Berks County Authority, with the right to take part in the discussions at such meetings;
(8) 
Prepare the agenda, and supply facts and pertinent data for each meeting of the Board, the Board's committees, and such other of the above-mentioned bodies as may be directed by the Board;
(9) 
Keep the Board informed as to the conduct of Township affairs, submit periodic reports on the condition of Township finances, submit such other reports as the Board requests, and make such recommendations to the Board as he or she deems advisable;
(10) 
Attend to the letting of Township contracts in due form of law, and supervise the performance and faithful execution of the same except insofar as such duties are expressly imposed upon another Township officer by statute or the Board;
(11) 
See that all money owed the Township is promptly paid and that, with the approval of the Board and the assistance of the Township Solicitor, proper proceedings are taken for the security and collection of all Township claims; and
(12) 
Complaints regarding Township services shall be referred to the Manager, and the Manager, or an employee designated by the Manager, shall investigate and dispose of such complaints, and the Manager shall report thereon to the Board.

While in office, the Manager shall not hold any elective governmental office, nor elective or appointive office in any political party; nor shall the Manager engage in politics, partisan or otherwise, as though he or she were an employee of the United States and subject to the provisions of the laws of the United States.

If a Manager becomes ill or needs to be absent from the Township, the duties of the Manager shall be preformed during his or her absence by such person as may be designated by the Board.
