A. 
For the purposes of this chapter and this Code, the Village is divided into basic zoning districts, floodplain districts (see Ch. 256), planned community development districts, and overlay districts, the boundaries of which are set forth on the Zoning Map, and the regulations for which are set forth in this chapter and other chapters in this Code. An extraterritorial zoning district to regulate a portion of the land in the Town of Waterford is also set forth in this chapter.
(1) 
The basic zoning districts are defined as the Single-Family, Two-Family and Multiple-Family Zoning Districts, the Business and Commercial, the Business and Industrial, and the Downtown Zoning Districts, and the Institutional Zoning District.
(2) 
Each parcel shall contain only one basic underlying zoning district. A parcel may have overlay, floodplain, wellhead protection, or other appropriate overlying district designations as well.
B. 
Application of adjacent zoning regulations on parcels abutting zoning district boundaries. When a parcel abuts a different basic zoning district, including a parcel that is separated by a street, the owner of that parcel may apply the regulations of the abutting district to that parcel, provided that the permission of the Zoning Administrator is granted via a zoning use permit prior to construction, alteration, or change of use of the parcel. This subsection shall not apply to proposed building areas that lie within or abut floodplain districts, planned community development districts, the municipal campus district, the extraterritorial district, or an overlay district.

The boundaries of the aforesaid districts are hereby established as shown on the map entitled "Village of Waterford Zoning Map," also known as the "District Map" or "Zoning Map," which map is adopted by reference and made part of this chapter. The map will be updated from time to time to reflect zoning changes, Village boundary changes, road extensions or other matters affecting map content, and shall be maintained by the Village Clerk and the Village Engineer. All notations and references shown on the Zoning Map are as much a part of this chapter as though specifically described herein.
A. 
The district boundaries are either corporate limits; US Public Land Survey lines; lot or property lines; center lines of streets, highways, alleys, easements and railroad rights-of-way or such lines extended; unless otherwise noted on the Zoning Map. The boundaries of the Floodplain Districts shall be determined as set forth in Chapter 256.
B. 
In unsubdivided property, the location of the boundary lines shown on the Zoning Map shall be determined by use of the scale on such map.

The document titled "A Multi-Jurisdictional Plan for Racine County: 2035” is hereby adopted as the comprehensive plan of the Village of Waterford pursuant to §§ 62.23, 61.35 and 66.1001(4)(c) of the Wisconsin Statutes. Pursuant to § 66.1001(3) of the Wisconsin Statutes, actions taken by the Village shall be consistent with the Comprehensive Plan as may be amended from time to time.
