There shall be a commission known as the "Recreation and Senior
Services Commission" whose duty shall be advisory to the Recreation
and Community Services Department, including analyzing the needs of
the community with regard to recreational, athletic, leisure and senior
services and making recommendations to the Department, Mayor and/or
Common Council. This Commission shall take effect after the 2013 biennial
meeting of the City of Middletown.

The Commission shall have 11 members appointed by the Mayor;
nine of whom shall be electors of the City of Middletown and shall
serve for a period of three years after the initial appointment of
members, which, as explained herein, was conducted to maintain staggered
term expiration dates. Two members shall be members of the Common
Council, who shall not be members of the same political party and
who shall serve until the next biennial election. The initial appointment
of the nine members shall be as follows: three shall be appointed
for a period of two years; three shall be appointed for a period of
one year; and three shall be appointed for a period of three years.
Thereafter, new appointments or Committee members being reappointed
after this initial term shall be appointed for three years. The Commission
may establish subcommittees.
The Commission shall make recommendations concerning the Department
and programs and services provided by the City. It shall provide such
information as may be requested by the Common Council or the Mayor.
The Commission shall review the leisure and recreational services
provided by the community as well as analyze such community services
for the aged provided by various public and private agencies and may
make recommendations regarding the development and integration of
such services and providers in cooperation with the state and other
services to the extent possible. The Commission shall provide recommendations
for the use of the Community/Senior Center.
