There shall be a Board of Health consisting
of the Mayor, five electors of the City of Middletown, who shall serve
for terms of four years, one but not more than two of whom shall be
physicians who have practiced in said City three or more years, and
two members of the Common Council. Members shall be appointed by the
Mayor with the confirmation of the Common Council. There shall be
appointed annually as many members of said Board as together with
those whose terms have not expired will make the total number of appointed
members seven, including two Council members, one from each political
party, who shall serve only during their terms of office as Councilmen.
All appointees, except the Council members, shall serve from August
1 of the year of appointment. Each vacancy shall be forthwith filled
by the Common Council from nominations by the Mayor for the unexpired
portion of the term of the member whose place shall become vacant.
The Board of Health shall perform the duties
of a board of health required by law. The Board shall, from time to
time, make recommendations to the Common Council for enactment of
ordinances pertaining to the Health Department and matters pertaining
to preserving and improving the public health. The Board shall keep
records of its proceedings which shall be kept on file in the Health
Department.
