The Compensation Review Board shall consist
of five electors of the City of Middletown, no more than two of whom
shall be of the same political party registration. The members of
the Board shall be appointed by the Mayor with the approval of the
Common Council for one term of four years. For the initial composition
of the Board, two members, who shall not be of the same political
party, shall be appointed for two years, and their successors shall
then be appointed for a full four-year term. A member of the Board
shall not be reappointed to any other full or partial term and, while
serving on the Board, may not hold public office, be a member of a
City committee or any other political or candidate committee for any
public office or contribute to any political party or candidate for
public office.
Upon receipt of any recommendation as to compensation
and benefits to be paid any individual with whom the Board has met,
the Common Council shall review said recommendation at its next regular
meeting and may adopt, reject or return the recommendations to the
Board for further meetings with said individual and further recommendations
to the Council, if any are warranted.
All or any portions of meetings of the Compensation
Review Board and the Common Council dealing with confidential personal
and financial information and personnel files may be conducted in
executive session in accordance with the laws of the State of Connecticut.
