A lighting signal system for the direction and control of traffic on and across Broadway between the north and south boundaries of the Village may be installed and maintained under the direction of the Board of Trustees.

The lighting signal device used shall contain thereon the word "Stop" on a red light, the word "Go" on a green light and the word "Caution" on an amber light.

The lighting signal device used at the certain intersections described in § 160-25 of this article, which intersections are hereby declared to present an unusual traffic condition, shall contain, in addition to the lights and words described in § 160-22, an illuminated green arrow pointing to the right of the course of traffic and a sign attached to the signal device or otherwise prominently displayed at the intersection bearing the words, "Right turn on green arrow permitted — Proceed with caution."

It shall be unlawful for any person or any vehicle of any kind or description approaching a street intersection over or upon which is erected a lighting signal device to enter or cross over such intersection when such signal light displays the direction "Stop" on such red signal light and shall not proceed to enter upon or cross over such intersection until the word "Go" is displayed and flashed by the green signal light therein. It shall be lawful for vehicles to make right- and left-hand turns when approaching a street intersection containing a lighting signal device displaying the direction "Go" on the green signal light therein. It shall not be lawful to enter or cross over such intersection when the amber light displaying the word "Caution" is flashed on said device, but it shall be lawful to complete crossing such an intersection on an amber signal light displaying the word "Caution" when such intersection was entered on the display of the green signal light "Go."
Notwithstanding the provisions of § 160-24, it shall be permissible for drivers of vehicles proceeding north on Broadway to turn to the right when the signal on the signal device is red with a green arrow superimposed thereon at the point of intersection of said Broadway and Glenwood Road near the southerly approach to the Troy-Menands Bridge and at the point of intersection of said Broadway and Elmwood Avenue. It shall likewise be permissible for drivers of vehicles proceeding south on Broadway to turn to the right when the signal on the signal device is red with a green arrow superimposed thereon at the point of intersection of said Broadway with Wolfert Avenue.
This article shall not apply to the following vehicles when in the performance of duty: United States Mail, Police Department, Fire Department, emergency repair of public service corporations, ambulances and the military.
Any person violating any provision of this article may, upon conviction thereof, be punished by a fine not exceeding $5 for the first offense and not more than $10 for the second offense and not more than $25 for the third offense or by imprisonment for not less than two or more than 15 days. A fourth or subsequent offense within one year shall be a misdemeanor and, upon conviction thereof, may be punishable by a fine not exceeding $100 or by imprisonment not exceeding six months, or both such fine and imprisonment, in the discretion of the court.
