It is the purpose of this article to promote the health, safety and general welfare of the inhabitants of the Village of Menands by the regulation of traffic, parking, standing, stopping and the abandonment of vehicles on certain Village streets.
The intersection of North Pearl Street and Wolfert Avenue is hereby designated as a stop intersection, and stop signs shall be erected on Wolfert Avenue at its entrances to said intersection from the east and west.

It shall be unlawful and a violation of this article for an owner or operator of any vehicle to park or permit his vehicle to be parked or to abandon his vehicle:
A. 
On the west side of North Pearl Street from a point 168 feet south of Amsterdam Avenue to the end thereof north of Amsterdam Avenue.

B. 
On the north side of Clifford Road from Broadway west to the west end thereof.
C. 
On both sides of Hampton Street between Amsterdam Avenue and Wolfert Avenue.
D. 
On the east side of Park Hill Drive from Wards Lane to a point on the east side of said Park Hill Drive 439 feet to the north thereof.
E. 
On either side of Amsterdam Avenue east of North Pearl Street to the end thereof.
F. 
On the east side of North Pearl Street from the southeast corner of Amsterdam Avenue and North Pearl Street continuing +/-30 feet south on North Pearl Street.

G. 
On the east side of North Pearl Street from the northeast corner of Amsterdam Avenue and North Pearl Street continuing +/-30 feet north on North Pearl Street.

On either side of Jones Court.

It shall be unlawful and a violation of this article for an owner or operator of any vehicle to park or permit his vehicle to be parked for a period of longer than two hours or to abandon his vehicle on the west side of North Pearl Street from the Village boundary to a point 24 feet south of Wolfert Avenue or on the north side of Wolfert Avenue from North Pearl Street to Hutton Street.
It shall be unlawful and a violation of this article for an owner or operator of any vehicle to allow or permit his vehicle to stand or remain standing or to abandon his vehicle in any of the following locations:
A. 
On the west side of North Pearl Street from a point 24 feet south of Wolfert Avenue to a point 24 feet north of Wolfert Avenue.
B. 
On the east side of North Pearl Street from Wolfert Avenue to a point 48 feet north of Wolfert Avenue.
C. 
On the south side of the North Pearl Street-Wolfert Avenue connector from a point 55 feet north of the Village boundary to a point on the south side of such connector 120 feet north of said Village boundary.
D. 
On the south side of Wolfert Avenue from North Pearl Street to Hutton Street.
E. 
On the north side of Wolfert Avenue from a point 110 feet east of North Pearl Street to North Pearl Street.
It shall be unlawful and a violation of this article for an owner or operator of any vehicle to stop or permit his vehicle to be stopped or to abandon his vehicle on the south side of Wolfert Avenue from a point 69 feet east of North Pearl Street to North Pearl Street.
It shall be unlawful and a violation of this article for an owner or operator of any vehicle to park or permit his vehicle to be parked or to abandon his vehicle as hereinafter prohibited on any of the following streets in the Village of Menands from 12:00 noon on the day set forth in such prohibition until 12:00 noon of the following day.
A. 
Such parking or abandonment of vehicles is hereby prohibited on Mondays, Wednesdays and Fridays on:
(1) 
The north side of Amsterdam Avenue from North Pearl Street to Van Rensselaer Boulevard.
(2) 
The north side of Wolfert Avenue from Hutton Street to Van Rensselaer Boulevard.
(3) 
The north side of Irving Place.

B. 
Such parking or abandonment of vehicles is also prohibited on Tuesdays, Thursdays, Saturdays and Sundays on:
(1) 
The south side of Amsterdam Avenue from North Pearl Street to Van Rensselaer Boulevard.
(2) 
The south side of Wolfert Avenue from Hutton Street to Van Rensselaer Boulevard.
(3) 
The south side of Irving Place.

The provisions of §§ 160-66, 160-67, 160-68, 160-69 and 160-70 of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
Any person violating any provision of §§ 160-66, 160-67, 160-68, 160-69 or 160-70 of this article shall be guilty of an offense and, upon conviction thereof, shall be punishable by a fine of not more than $10 or by imprisonment for not more than 10 days, or by both such fine and imprisonment.
Any vehicle parked, stopped, standing or left unattended in violation of §§ 160-66, 160-67, 160-68, 160-69 or 160-70 of this article may be removed and stored at the expense of the owner by or at the direction of a patrolman pursuant to the provisions of the Vehicle and Traffic Law.[1]
