As used in this article, the following terms shall have the meanings indicated:
PERSON
Any person, firm, partnership, association, corporation, company or organization of any kind.
WATER
Water from the municipal water supply system of the Town of Bethel, Connecticut.

The provisions of this article shall apply to all persons using water both in and outside the Town of Bethel, Connecticut, and regardless of whether any person using water shall have a contract for water service with the Town of Bethel.
The use and withdrawal of water from said municipal water supply system by any person for the following purposes is hereby prohibited:
A. 
Watering yards: the sprinkling, watering or irrigation of shrubbery, trees, lawns, grass, ground covers, plants, vines, gardens, vegetables, flowers or any other vegetables.
B. 
Washing mobile equipment: the washing of automobiles, trucks, trailers, trailer houses, railroad cars or any other type of mobile equipment.
C. 
Cleaning outdoor surfaces: the washing of sidewalks, driveways, filling-station aprons, porches and other outdoor surfaces.
D. 
Cleaning buildings: the washing of the outside of dwellings and the washing of the inside and outside of office buildings.
E. 
Cleaning equipment and machinery: the washing and cleaning of any business or industrial equipment and machinery.
F. 
Ornamental fountains: the operation of any ornamental fountains or other structure making a similar use of water.
G. 
Swimming pools: swimming and wading pools.
H. 
Escape through defective plumbing: the escape of water through defective plumbing, which shall mean the knowing permission for defective plumbing to remain out of repair.
The Town Health Director or Health Officer shall have the authority to permit a reasonable use of water in any case necessary to maintain adequate health and sanitation standards.
Every police officer of the Town of Bethel shall, in connection with his duties imposed by law, diligently enforce the provisions of this article.

The First Selectman of the Town of Bethel shall have the authority to enforce the provisions of this article by the discontinuance of water service in the event of violation hereof.

Any person, firm or corporation violating any of the provisions of this article shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be fined in an amount not exceeding $100. Each time such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such hereunder.

The foregoing article shall be in effect at such times as the Board of Selectmen of the Town of Bethel shall publicly declare that a water emergency exists in the Town by publishing a notice in a newspaper having a circulation in said Town of Bethel that such water emergency exists and by posting a copy of such notice on the public signpost in the Town of Bethel.

Each residential piece or parcel of land, regardless of the size of the water meter servicing said property, shall be assessed one unit of assessment for each existing dwelling unit situated on said premises. "Dwelling unit," for purposes of this article, shall mean fully equipped dwelling quarters for one family, containing at least a self-contained kitchen and water closet.
Commercial and industrial properties shall be assessed according to the meter size serving the premises according to the following chart:

Payments shall be made at the rate of $45 per year per unit for a period of 20 years or as determined by the Bethel Public Works Commission.
