Township of Boonton, NJ Chapter 12 Environmental Committee, Advisory

§ 12-1 Creation; purpose.

There is hereby established an Advisory Environmental Committee for the protection, development and use of the natural resources, including water resources, located within the Township.

§ 12-2 Appointment and terms.

A. The Committee shall consist of seven members and two alternates, all of which are to be appointed by the Township Committee. All members of the committee shall be residents of the Township.

B. The members first appointed, as designated by the Township Committee, shall serve terms as follows: two members for three years; two members for two years; and three members for one year.

C. Their successors shall be appointed for terms of three years. After the initial appointments, all future appointments shall be made in January of each year.

D. The Committee shall designate one of its members to serve as Chairman.

E. Alternate members shall be designated at the time of appointment by the authority appointing them as "Alternate No. 1" and "Alternate No. 2" and shall serve for two-year terms.

§ 12-3 Powers and duties.

A. The Committee shall have the power to conduct research into the use of the open land areas within the Township and may coordinate the activities of any bodies organized for similar purposes and may, with Township Committee approval, advertise, prepare, print and distribute books, maps, charts, plans and pamphlets which it deems necessary.

B. It shall keep an index of all open areas, publicly or privately owned, including open marshlands, swamps and other wetlands, in order to obtain information on the proper use of such areas and may recommend to the Planning Board plans and programs for inclusion in the Master Plan and the development and use of such areas.

C. It may also recommend that the Township Committee acquire property, by gift, purchase, grant, bequest or lease as may be necessary to maintain, improve, protect, limit future use of or otherwise conserve and properly utilize open spaces and other land and water areas in the Township.

D. The Committee shall have the future power to study and make recommendations concerning open space preservation, water resource management, air pollution control, solid waste management, noise control, soil and landscape protection, environmental appearance and protection of flora and fauna.
