Pursuant to N.J.S.A. 40A:14-156 et seq., and as otherwise provided by law, the Mayor and Township Clerk are hereby authorized to execute a mutual aid agreement with the Secretary of the Army (Picatinny Arsenal Fire Department) for fire-fighting and emergency services assistance, which agreement shall include, but not be limited to, the following terms and conditions:
A. 
Each party agrees that in the event of fire or other emergency within the jurisdiction of the other party, the appropriate equipment and personnel will be provided upon request when available and to the extent possible without endangering persons or property within the jurisdiction rendering such assistance.
B. 
Except as provided in 15 U.S.C. § 2210, mutual aid rendered pursuant to the mutual aid agreement shall be provided without charge or expense to the jurisdiction receiving such assistance.
Renewals of the above referenced agreement may be authorized by resolution of the Township Committee, provided the essential terms of the agreement remain unchanged.
