GENERAL REFERENCES

Alcoholic beverages — See Ch. 49.
Littering — See Ch. 93.
While on public lands or recreational areas, all persons shall conduct themselves in a proper and orderly manner and, unless authorized by the governing body, no person shall:
A. 
Willfully mark, deface, tamper with or remove any public property.
B. 
Dig or remove any soil, shrubs or plants or other wood materials.
C. 
Damage, remove or injure the flowers or seed of any tree or plant.
D. 
Hunt, harm or kill any animal life, except as specifically authorized by the Township Committee.

E. 
Discharge or otherwise place or cause to be placed in the waters of any body of water in or adjacent to any public lands any substance which may result in the pollution of the waters.
F. 
Dump any refuse or trash, including yard waste and grass clippings, anywhere on the grounds thereof, but shall place refuse in the proper receptacle where these are provided. Where receptacles are not provided, all such rubbish shall be carried away from the public lands by the person responsible for its presence and properly disposed of elsewhere.
G. 
Swim or wade in any waters in or adjacent to any public lands, except in such waters and at such places as are provided therefor and except in compliance with such regulations as are herein set forth or may be herein adopted.
H. 
Fish in any area where bathing is permitted.
I. 
Leave a picnic area before the fire is completely extinguished and before all trash is disposed of.
J. 
Set up tents, shacks or any other temporary shelter for the purpose of overnight camping.
K. 
Bring alcoholic beverages; drink such at any time; nor shall any person be under the influence of intoxicating liquor on public lands.
L. 
Have in his possession or set or otherwise cause to explode or discharge or burn any firecrackers or other fireworks.
M. 
Solicit alms or contributions for any purpose, whether public or private.
N. 
Disturb or interfere unreasonably with any person or party occupying any area or participating in any activity under the authority of a permit.
O. 
Post any sign or inscription whatever on any public lands.
P. 
Have in his or her possession glass containers of any type.
Q. 
Play golf, drive, pitch, putt or chip any golf balls in other than designated areas.
R. 
Ride, drive, operate or park a motorized vehicle except on Township-authorized access drives or parking areas. For the purposes of this section, motorized vehicles includes licensed and unlicensed motor vehicles or conveyances, including but not limited to motorcycles, trail bikes, scooters, dune buggies, snowmobiles and other off the road vehicles.
S. 
Trespass on any public lands or recreational area temporarily closed for maintenance and appropriately posted by the authority of the Township Committee.
T. 
Ride, hitch or walk horses except where permitted by posting.

U. 
Use any loud, violent, obscene or profane language or act in a disorderly manner, or to commit any nuisance.

V. 
Disturb or interfere with any improvements made or being made in or about the parks or drives.

W. 
Enter upon any portions of the grounds in disregard of signs or posted notices forbidding such entry.

X. 
Give entertainments of any kind, transact business of any kind, hold meetings or assemblies, or establish or occupy a camp upon the grounds except by written consent of the Township Committee.

Y. 
Allow any dog in the parks except where specifically permitted by posting. Where permitted, all dogs must be secured to a leash, strap or rope not exceeding six feet in length at all times. It is hereby made the duty of any person in the employ of the Township to impound any dog found in any park in violation of this regulation, and to dispose of it in accordance with Chapter 71, unless the owner of such dog keeps such dog in an automobile or vehicle.

Z. 
Loiter during any part of the period between one-half hour after sunset and one-half hour before sunrise.

AA. 
Coast with hand sled, bobsled, skis, carts or other vehicles on wheels or runners except in places designated.

BB. 
Throw, cast, catch, kick, fly or strike any baseball, golf ball, football, basketball, model airplane or other object except in designated and approved areas.

CC. 
Carry firearms or explosives, air rifles, bows and arrows, slingshots or any weapons.

DD. 
Use the park drives or parkways for the purpose of demonstrating any vehicle or for the purpose of instructing another to drive or operate any vehicle, or for learning to drive or operate any vehicle.

EE. 
Fail to comply with regulations posted or signs adjacent to drives and entranceways.

FF. 
Ride or drive any off-road motorized vehicle or all-terrain vehicle (ATV), snowmobile, minibike or dirt bike.

GG. 
Violate any rules and regulations associated with participation in any recreation program or membership activity under penalty of revocation of such membership or loss of participation privileges for up to one full year, by the Township Committee.

HH. 
Have in possession or consume any alcoholic beverage except with the express written consent of the Township Committee.

II. 
Ride or use a skateboard.

This chapter shall also be enforced by the Police Department.
The police shall immediately confiscate any unlicensed motor-driven vehicle operated in the prohibited areas or in the prohibited manner described in § 115-1. The unlicensed motor-driven vehicle shall be returned upon payment of towing charges, storage fees and an administrative restoration fee in the amount of $100.

Any person who shall violate the provisions of this chapter shall be subject, upon conviction, to the penalties provided in § 1-15 of this Code.

The Township Committee shall set fees for recreation programs, permits and the use of park and recreation facilities by resolution annually.
