There shall be an Economic Opportunity Commission to consist of seven members, all of whom are to be appointed by the Mayor for a term of three years, except that the members first hereafter appointed shall serve as follows: one for one year, three for two years and three for three years. All members shall be residents of the City of Cohoes. At least one of the aforementioned members shall be a member of the Common Council of the City of Cohoes.
The Cohoes Economic Opportunity Commission shall possess all the power and shall be subject to all the responsibilities of local authorities under United States Public Law 88-452, cited as the "Economic Opportunity Act of 1964."
The members of the Cohoes Economic Opportunity Commission shall elect from their own number a Chairman and other necessary officers, to serve for one year.
It shall have the power and authority to employ experts, clerks, a secretary and such persons as may be needed and to pay for their services, not exceeding its annual appropriation, to carry out its programs under United States Public Law 88-452.
The members of said Commission shall receive no compensation for their services but shall be allowed their actual and necessary expenses incurred in the performance of their duties.

The Commission shall transmit to the Board of Managers each year on or before the first day of December, an itemized statement of its expected budget for the next ensuing year.
