The Human Services Director shall promulgate appropriate application for badges and waiver of liability, which must be filled out and signed by each applicant and by his or her parent or legal guardian if a minor. Only residents of the City of Cohoes, or children of residents, or nonresident taxpayers, may be issued a municipal skate park badge.
