Unless otherwise expressly stated, whenever used in this chapter, the following words shall have the meanings given to them by this article:
DRIVER
Any person who engages in the business of driving a taxicab, whether such person is the owner or employed by a taxicab owner.
OWNER
Includes any person owning or having control of the use of one or more taxicabs used for hire upon the streets of the City of Cohoes or engaged in the business of operating a taxicab.
PERSON
Includes one or more persons of either sex, natural persons, corporations, partnerships, associations, companies, societies, and all other legal entities.
TAXICAB
Includes any motor vehicle of a type that the New York Transportation Law permits a municipality to regulate that is engaged in the service of transporting passenger(s) for hire when such service is available to the general public on a prearranged or demand response basis over a nonspecified or irregular route with the point or points of pickup and discharge determined by the passenger.
A. 
No person shall operate a taxi, except to discharge passengers only, within the City of Cohoes without having obtained a license from the Chief of Police complying with the terms and conditions herein provided and paying the fee therefor.
B. 
No owner of a taxicab that is licensed by the City of Cohoes shall allow any person to operate said vehicle in the City of Cohoes unless said person has in force and effect a driver's license under the provisions of this chapter.
C. 
No person shall own or have control of the use of one or more taxicabs used for hire upon the streets of the City of Cohoes or engage in the business of operating a taxicab company without having in force and effect an owner's license under the provisions of this section.
