[Adopted 4-29-1964]
These rules and regulations, now as they may from time to time hereafter be amended, shall be a part of any agreement with any person supplied with water, or whose property is supplied with water, by any Water District of the Town of Cortlandville, and any such person taking water or whose property is supplied with water shall be bound thereby.
A. 
Any person desiring the introduction of a service or supply pipe into his premises or any building thereon shall make application at the office of the Town Water Department on a blank form for that purpose.

B. 
Each application must state the name of a competent plumber selected to do the work and be signed by the owner of the premises or his duly authorized agent.
C. 
When application is duly made as designated above, the service shall be installed upon payment by the applicant of the fee therefor as hereinafter provided.
D. 
When application is duly made as designated above, a permit will be issued to set a meter upon payment of the price of the service, provided that it is to cover all fixtures or outlets on service pipe except fire protection.
E. 
All water project plans need to be reviewed and approved by the Cortland County Health Department before any type of installation of any water project can be started.

F. 
All water project plans must be reviewed and approved by the Water/Sewer Superintendent or his designee prior to any installation work.

G. 
No permit will be issued to any person or persons who are indebted to the Town of Cortlandville.

A. 
When written application is made by the owner of premises, or his duly authorized agent, on a blank form for that purpose, for water for building purposes, stating the name of the person or firm selected to do the work, a permit will be issued for the use of water for such building purposes. Before a permit can be issued, however, the builder/contractor must provide an acceptable backflow device that is approved by the Water Department.

B. 
A permit will not be issued to set a meter for building purposes unless the meter is to remain to measure the future supply for the building when completed.
C. 
Any owner of premises or other person using unmetered water for building purposes without first securing a permit from the Town Board will be subject to a penalty as provided in § 171-14.

A. 
All water service shall be installed by the Town Water Superintendent, his agents or employees or such persons as he may designate, at the expense of the consumer. The fee for each installation shall be as set forth from time to time by Town Board resolution, payable in advance to the Town Water/Sewer Department, which shall include the meter, excavation from main to curb, tapping main, curb box, pipe from main to curb value only for 3/4 inch maximum service, shutoff gates and all necessary labor and materials used in furnishing a connection from the main to the curb box only. All services in excess of 3/4 inch shall be installed by the Town Water Superintendent, his agents or employees, or such persons as he may designate, and the charge therefor shall be cost plus 10%. All material and meters so used shall be and remain the property of the Water District.

B. 
A separate tap is required for each building supplied with water. The Town Water Superintendent will determine the size of the tap to be inserted in any water main and the material, form and size of curb box to be used under any application and permit.
C. 
In the opening of any trench on public grounds or on an owner's own premises for the introduction of any water service pipe or connection under authority of a permit from the Town Water Department, the owner will be held responsible for the trench opened.

D. 
Whenever any street or public grounds is opened for making a connection with or laying any water pipe, or fixtures, public safety or convenience shall be duly regarded and conserved by the construction of such bridges across open trenches as may be required to accommodate business and to ensure safety to the public. Signal lights and all such other reasonable means of protection against accident shall be provided. Any person violating any provision of this rule will be subject to a penalty as provided in § 171-14.

Service pipes.

(1) 
Service pipes will be required to be laid not less than five feet below the surface of the earth at any point to the inside of the foundation wall of the building into which the water service is introduced; and in case the final grade of the street or sidewalk has been officially determined and established, then the said service pipe shall be laid at a depth of not less than five feet below said established grade at all points, so that when the street and walk are graded, there shall be not less than a five-foot covering of earth over it at any point, and in no case shall a service pipe be laid in the same trench or within 10 feet horizontally of, or be located in, under or above, cesspools, septic tanks and septic tank drainage fields or seepage pits. Where such water supply pipe must cross the sewer line, the bottom of the water supply pipe within 10 feet of the crossing shall be at least 12 inches above the top of the sewer line. [New York State Building Code 902.8(A)].
(2) 
At no time should a water service pipe be laid in the same trench or within five feet of a gas, steam, electrical or other conduit any part of the distance from the main pipe to the building. Service pipe shall not be laid any deeper than is approved by the Town Water Superintendent.
(3) 
In the event that a building requesting a water service is built on a slab, said service shall enter the building at a depth of five feet and service shall be placed in a PVC conduit at least three times the diameter of the service coming in and the conduit shall not have any bends greater than 22°.

(a) 
Any copper service line up to one inch in diameter and over 200 feet in length or any plastic service line with a connection between the curb stop and the first shutoff, requires a meter pit at the right-of-way or at a location approved by the department head or his designee. Any service line greater than one inch shall be four-inch D.I. pipe. (Refer to § 171-13B, C and D for installation and testing procedure.)
(4) 
Material to be used for water service from main to building:
(a) 
Piping:
[1] 
Three-fourths-inch Type K copper up to 150 feet.
[2] 
One-inch Type K copper over 150 feet.
(b) 
Fittings:
[1] 
All fittings under ground shall be compression-type fittings that meet American Water Works Association (AWWA) standards.
[2] 
There shall be no sweat fittings before the meter.
(c) 
Bedding: a minimum of six inches of either sand, No. 1A or No. 1 stone all around the pipe.
NOTE: All of the requirements in § 171-4 are minimum requirements for residential water service, and any deviation from the above shall first be reviewed by the Town Water Superintendent and the Town Engineer for consideration.
(5) 
Only one connection shall be allowed between the curb box and the first shutoff inside the building, and there shall be no connections between the corporation and the curb box.

(6) 
There shall be no sweat fittings before the first valve within any building.

F. 
In case a private line is desired along a street or highway to supply the residents thereof with water, the same and the services therefrom shall be of such size and material and be laid in accordance with these rules and regulations, as the same may from time to time be amended, and be located in such manner and place as the Town Water Superintendent shall designate.
G. 
No service pipe, except such as shall be approved by the Town Water Superintendent, shall be laid in any trench, nor under any cellar floor, nor be covered by earth, except beyond the point where the water passes through a meter.
H. 
The Town Water Superintendent will maintain in perfect order, at the expense of the Town, acting on behalf of the particular Water District involved, the said service pipe from the main to the curb box only.
I. 
Owners of premises shall assume all liability of damage from leakage of service pipe.
A. 
Any person, except an authorized employee of the Town of Cortlandville, who shall make any attachment to or connection with the pipes of any Water District of the Town of Cortlandville, or make an addition to, or alteration of, any tap, pipe, cock or other fixture connected with pipes supplying water to consumers in any said Water District, unless recognized as a competent plumber by the Town Board, shall be subject to a penalty as provided in § 171-14.

B. 
No person shall be allowed to open any trench in the streets or public grounds of the Town for the purpose of laying any service connection with the Water Distribution Works of any Water District of the Town of Cortlandville, nor make any attachment to, or alteration in, any water service pipe, without first obtaining a permit, in writing, from the Town Water Department.

C. 
Any injury to service pipes, street mains, hydrants, valves, valve boxes or other fixtures, and any damage that may be caused by leakage or flow of water occasioned by such injury, caused by putting in any sewer, drain or other pipe, or by any excavation, embankment, track laying, paving or other construction shall be paid by the contractor doing the work or by the owner of the premises, or the person or corporation for whom such work is being done.
D. 
The Town Board reserves the right to limit the amount of water furnished to any consumer should circumstances warrant such action, although no limit may be stated in the application or permit for use; or said Town Board may entirely shut off the water supply used for any manufacturing purpose, or for furnishing power, or for lawn sprinkling at any time, upon giving reasonable notice to the consumer of or the person or corporation for such intended action.
E. 
In case of making or constructing new work, or in making repairs, the right is reserved to shut off water to any customer, without notice, for as long a period as may, in the discretion of the Town Water Superintendent, be necessary.
F. 
It is understood and agreed that the Town Board and any Water District of the Town of Cortlandville shall not be liable for any damage which may result to any person or premises or property from the shutting off of water from any main or service for any purpose whatever, even in cases where no notice thereof is given.
G. 
The Town Board and any Water District of the Town of Cortlandville shall not be liable for any damage or loss of any name or kind, to property or persons, which may arise from, or be caused by, any change in or increase of water pressure from any cause whatever.
H. 
The Town Board and any Water District of the Town of Cortlandville shall not be liable for any damage resulting from suddenly shutting off the supply of water, although it is intended that suitable notice of such shutting off shall be given to the consumer when practicable.
I. 
No owner or tenant will be allowed to supply water in any manner, or through any fixture or device whatever, to the occupants of neighboring premises of any description, and water to premises owned by any person violating this provision shall be shut off.
J. 
The owner of any premises supplied with water shall pay for the repair of service from the curb box to any building on his premises, and for damages to the same, and for penalties imposed for violation of any rules of the Town, acting on behalf of any Water District, by such owner or his tenant. If said sums for any reason cannot be collected from said owner, and the water shall have been turned off on account of such nonpayment, no application for water service for such premises shall be granted by the Town, acting on behalf of any Water District (notwithstanding that said premises may have changed ownership), until such charges shall have been paid in full to the Town, acting on behalf of any Water District.
K. 
A family is herein understood as meaning a single distinct household, consisting of one or more persons who live apart from the other occupants of the same building or tenement.
L. 
Water will not be supplied to any service when the owner thereof is indebted to the Town Board, even if such installment is not in connection with water service.
M. 
No permit will be issued for the introduction of yard hydrants, lawnboxes or hopper closets unless the service is metered and the appropriate backflow device is installed.

N. 
The Town, acting on behalf of Water District, may refuse to supply water to premises where the plumbing has not been done in a proper manner.
O. 
No pipe or fixtures connected with the mains of any Water District of the Town of Cortlandville shall be connected with pipes or fixtures supplied with water from any other source or with any apparatus which may endanger the quality of the District's water supply.
P. 
The Town Water Superintendent personally, and any person delegated by him for that purpose, must at all reasonable hours have access to all parts of any premises supplied with water or having water pipes therein, to examine pipes and fixtures the quantity of water used and the manner of use.
Q. 
Whenever it is specified in these rules and regulations that notice is to be given, it must be in writing and on a blank form furnished by the Town, acting on behalf of any Water District, for that particular purpose.
A. 
The Town Board reserves the right to order a meter to be placed on any service pipe at the expense of the owner of premises whenever it is deemed expedient so to do, and thereafter to charge meter rates for water used. All water passing through a meter will be charged for, whether used or wasted. All such meters shall be purchased by the Town Board and paid for by the consumer at cost plus 10%.
B. 
In the case of a service which is or has been metered, no permission will be given for the use of water except through a meter.
C. 
The Town Board shall be reimbursed for any damage to a meter resulting from the carelessness of the owner, his agent or tenant, or from neglect of either of them to properly secure and protect the same, including any damage that may result from allowing said meter to become frozen, or to be injured by hot water or steam setting back from a boiler, and in case such payment is not made, the water shall be shut off to said premises without notice and will not be turned on again until all charges are paid.
D. 
The Town Board will keep all meters in repair and working order and within 3% accuracy.
E. 
When a meter is out of service for repair or fails to register accurately and during the time it is out for test or repair, the consumer's charge will be based upon an estimate in accordance with the amount used in a corresponding period of the previous year, unless more fixtures have been added or it is known that more water is used, and in such case an amount will be added for extra use.
F. 
The owner and tenant shall provide ready and convenient access to the meter so that it may frequently be read and examined by the Town Water Superintendent, his agents or employees or such persons as he may designate.
G. 
No meter shall be set or removed or distributed by any person, except by the Town Water Superintendent, his agents or employees or persons designated by him. Any violation of this rule shall subject the person violating the same to a penalty as provided in § 171-14.

H. 
Installation; second meters; backflow devices.

(3) 
Meter installations.
(a) 
Service pipe from the street shall extend a minimum of 12 inches into the building wall.
(b) 
A full-flow angle-style ball valve shall be placed on the service pipe as soon as it enters the building, followed by the meter, the backflow device, another ball valve, then the expansion tank (See Figure 2.[2] This installation is for single-family nonhazardous only.)

(4) 
Backflow.
(a) 
All buildings, depending on the degree of hazard, as determined by the Water Department, shall be required, at the owner's expense, to install, maintain and have tested if necessary an AWWA approved backflow device.
(b) 
Any property owner currently supplied by Town water and who is required to install a backflow device shall have two years from the date of notification to comply. A fine of $50 will be imposed for each day of noncompliance.
(c) 
An RPZ device shall be required on all industrial and commercial buildings whether the water used is for domestic, fire or industrial use.
(d) 
A double check valve shall be required on all multifamily dwellings unless the degree of hazard, which will be determined by an inspection by the Town Water Superintendent or his agents, warrants a higher degree of protection.
(e) 
RPZ and double check valves shall be tested annually, at the owner's expense, by a New York State certified backflow tester and the results documented on the appropriate form and a copy sent to the Town of Cortlandville Water Department and the Cortland County Health Department (State Sanitary Code Subpart 5-1.31).
(f) 
At the customer's expense, the design and method of installation shall be prepared by a licensed professional engineer or licensed architect and submitted to the Town Water Department and the Cortland County Health Department for approval prior to installation.
I. 
Any customer wishing to dispute the accuracy of a meter shall complete a customer dispute form and file the same with the Town within 30 days from the billing date in question.

Rates for water consumed shall be as set forth from time to time by Town Board resolution.

A. 
All bills will be mailed to the owner of property, and in no event to a tenant, and are payable at the office of the Town Clerk, and the failure of anyone to receive a bill will not be considered sufficient reason for not paying within the time hereafter prescribed.

B. 
Water charges shall be due and payable quarterly on or before the last day of each of the months of January, April, July and October of each year.

C. 
A penalty of 10% of the amount due shall be added to the unpaid water charges in arrears for 30 days or longer. If water charges remain unpaid for 60 days from the date due, the supply of water shall be shut off and discontinued, and not turned on again until payment is made in full, including penalty charges, and a fee as set forth from time to time by Town Board resolution, paid for turning on the water, and resuming the water service, together with any expense that may be incurred in repairing, raising to grade or placing of a new curb cock and box on service in order to turn it off.

D. 
A property owner wishing to discontinue the use of water supplied by any Water District of the Town of Cortlandville shall give notice thereof at the office of the Town Clerk, in writing, signed by himself or an authorized agent, on a form supplied for that purpose. He will be charged for the use of water until it is turned off by a Town Water/Sewer Department operator or employee thereof, and no abatement will be made for any period less than three months from the time water is turned off.

E. 
No abatement from any water bill will be made when the owner or his authorized agent has not complied with the requirements of these rules and regulations, as the same may from time to time be amended, in making application at the office of the Town Clerk for the discontinuance of the use of water, or where the claimed overcharge in the bill is the result of the failure on his part to perform any act required by these rules.

A. 
Any plumber wishing to be recognized as competent by any Water District of the Town of Cortlandville shall file in the office of the Town Water Department his application, in writing, giving the name of his firm and its place of business, and ask to be permitted to perform work in connection with any Water District of the Town of Cortlandville. The said application must state what experience the applicant has had as a plumber and give satisfactory evidence that the applicant is a regular, trained, practical and experienced plumber, that he will be governed in all respects by the rules and regulations which are or may be adopted by the Town Board, and that he will pay all penalties imposed upon him for the violation of any of the rules or regulations of said Board. The application must be verified by the applicant.

B. 
The forfeiture or suspension of recognition of any plumber operates as the forfeiture or suspension of recognition of any copartner or employee of such suspended plumber. Recognition issued to a plumbing firm becomes inoperative on the dissolution of said firm, and a new application must be filed for any party continuing the business of such firm.
C. 
Recognition becomes inoperative whenever the party or parties to whom it is issued no longer have a recognized place of business or shop.
D. 
No plumber shall allow his name to be used by any other person or party, either for the purpose of obtaining permits or doing work under his recognition. Recognition cannot be transferred.
E. 
The plumber designated and employed by the owner of the premises will be considered the agent of such owner while employed in the prosecution of the work or while introducing water into said premises, and will not be recognized in any sense as the agent of any Water District of the Town of Cortlandville. Neither any Water District nor the Town of Cortlandville shall be responsible for the acts of such plumber.
F. 
No plumber shall part with the possession of a key for turning off or on the water except to an agent or employee of the Town Board, and no person, unless especially authorized by the Town Board, shall have or hold such a key in his possession. Any violation of this provision shall subject the offender to a penalty as provided in § 171-14.

G. 
All plumbers shall within 48 hours after completing the work on any service pipe make a written report to the Town Board of all pipes attached or connected or disconnected by them or under their supervision.
H. 
The curb cock controlling any service shall not be opened or left open by the plumber or any other person after connecting said service at the curb or elsewhere, or after making any new extension or attachment so that the water may be supplied to such premises by said service, unless permit designates that curb cock is to be left open. Any person violating any provision of this rule will be subject to a penalty as provided in § 171-14, or a revocation of the plumber's recognition, or both.

I. 
Within one foot inside the basement wall of the building into which the service pipe extends, a separate stop shall be placed on each side of the meter, such stop to be of such material and pattern as the Town Water Superintendent may specify.
J. 
When trenches are opened for the laying of service pipes, such trenches shall be inspected by the Town Water Superintendent or his agent before the same are filled; and the plumber performing such work shall notify the Town Water Superintendent or his agent when the laying of service pipes is completed and the water turned on for test in order that such inspection may be made. The filling of a trench before inspection is made will subject the plumber to whom a permit is issued to a penalty as provided in § 171-14. Twenty-four hours' notice must be given prior to inspection.

K. 
In case of a violation of any of the rules and regulations of the Town Board by a plumber, his journeymen plumbers or other persons in his employ, he (the plumber) may be suspended or his recognition may be revoked by the Town Board.

A. 
All street hydrants are under the control of the Town Board. No person except an employee of the Town Board, or a person permitted by the Town Board, in writing, to take water therefrom, shall disturb any hydrant, or any part thereof, or take any water therefrom, under any circumstances whatever, and any person violating any provision of this rule shall be subject to a penalty as provided in § 171-14; and in addition thereto he shall pay the amount of any damage done to said hydrant or the cost of restoring the same to its proper condition.
B. 
Any person placing any obstruction that would prevent free access to any fire hydrant shall be subject to a penalty as provided in § 171-14.
C. 
No person shall use a wrench for opening hydrants except a wrench furnished by the Town Board for the purpose. Any person violating this rule shall be subject to a penalty as provided in § 171-14.
D. 
No person except an employee of the Town Board shall open, close, or in any way interfere with any valve or gate in any water main, conduit or street pipe. Any person violating this rule shall be subject to a penalty as provided in § 171-14.
E. 
Any person who has disturbed or displaced a valve box so that the valve stem cannot be reached by a key, or who has covered a valve box or a manhole cover of a valve chamber with dirt, paving, plank or other material shall immediately replace the valve box and remove the obstruction and be subject to a penalty as provided in § 171-14.
F. 
Any fire hydrant outside the Town’s right-of-way is considered private, and therefore shall be the responsibility of the property owner to test and maintain.

Notwithstanding anything hereinbefore provided, water systems and mains to be supplied from or connected to any Water District of the Town of Cortlandville shall conform to the following minimum standards and specifications:
A. 
Valves; boxes; couplings; hydrants; corps and saddles; and retainer glands.
(1) 
Mechanical joint valves:
(a) 
Six inches to 14 inches: shall be Kennedy 1571X, open to the left.
(b) 
Sixteen inches and above: shall be Henry Pratt "Groundhog" butterfly, open to the left.
(2) 
Valve boxes: shall be Buffalo-style, two-piece cast-iron, screw-type, 5 1/4 inch shaft, in accordance with ASTM Spec. A-48. Lids shall be marked "WATER."
(3) 
Pipe couplings: shall be Ford-style FC1, cast coupling constructed of ductile iron.
(4) 
Hydrants:
(a) 
Shall be Kennedy No. K81A.
[1] 
Two two-and-one-half-inch hose nozzles (NST).
[2] 
One four-and-one-half-inch pump nozzle (NST).
[3] 
Five-and-one-fourth-inch valve opening.
[4] 
Open left.
[5] 
Operating nut: 1 1/2 inch Pentagon.
(b) 
Hydrants shall be constructed in such manner that the internal working parts may be withdrawn without disturbing the barrel or casing. Hydrants shall have a valve opening of at least 5 1/4 inches diameter and the valve when shut shall be reasonably tight when the upper portion of the barrel is broken off. Hydrants shall have a "breakaway" or "safeway" top. The diameter of the pipe connecting the hydrant to the main shall be six-inch diameter. Hydrants shall have a drain for releasing the water after use and shall be provided with a crushed stone backfill around the hydrant for a radius of 2.0 feet and depth of 3.0 feet. Connection of the hydrant to the main shall be with a mechanical joint as hereinbefore described for mains. The direction of the valve opening shall be cast on the head and the valve opening shall be counterclockwise. Hydrants shall be equipped with at least two nose nipples, 2 1/2 inches, National Standard Thread, and nipples shall be equipped with bronze caps securely chained to the hydrant barrel, and nipples shall be of bronze.
(c) 
Hydrants shall generally be installed a minimum of 23 feet from the center line of the right-of-way for streets 50.0 feet in width.
(d) 
Each hydrant branch main shall be equipped with a six-inch gate valve and C.I. gate valve box as specified under Subsection A(2), Valve boxes. Hydrants shall be supported by a concrete support pad two feet by two feet by 12 inches deep and by a concrete thrust block. The maximum space between hydrants on the same main shall be 1,000 feet center-to-center.
(5) 
Corporation stop valves: shall be Ford FB 1000 Series with compression connections.
(6) 
Curb stop valves: shall be Ford B44 Series with compression connections.
(7) 
Curb boxes: shall be the telescoping type.
(8) 
Tapping sleeve and valve: sleeve shall be a Ford stainless, Fast-1350 Series with carbon steel flanges.
(9) 
Corps and saddles for PVC mains:
(a) 
Corp shall be Ford FB 1100 Series.
(b) 
Saddles shall be Ford FS 303 Series.
(10) 
Retainer glands:
(a) 
Ductile iron pipe shall be Ford UFR 1400 Series.
(b) 
C-900, PVC pipe shall be Ford UFR 1300 & 1350 Series.
B. 
Water piping and installation.
(1) 
All pipe, pipe fittings and accessories shall be manufactured in the United States of America.
(2) 
Materials.
(a) 
Ductile iron pipe.
[1] 
Ductile iron pipe shall be manufactured in accordance with ANSI A21.51 and AWWA C151. Working pressure shall be 350 pounds per square inch, and thickness class shall be 52 unless otherwise specified on the drawings.
[2] 
Double cement mortar lining shall be in accordance with ANSI A21.4 and AWWA C104.
[3] 
Push-on joints and mechanical joints shall be in accordance with ANSI A21.11 and AWWA C111.
[4] 
Fittings shall be ductile iron in accordance with ANSI A21.53 and AWWA C153. Fittings shall be cement lined and seal coated with an asphaltic material in accordance with ANSI A21.4 and AWWA C104. Working pressure rating on fittings shall be 350 pounds per square inch.
[5] 
All pipe and fittings shall have an asphaltic outside coating.
(b) 
Copper pipe.
[1] 
Copper piping shall be Type K in accordance with ASTM B-88.
[2] 
All fittings shall be compression-type fittings.
(c) 
PVC pipe. PVC water main pipe shall be in accordance with AWWA C-900 specifications and NSF Standard No. 14 with a pressure rating of 200 pounds per square inch.
(3) 
Inspection of pipe before installation. All pipe and fittings shall be inspected by the Engineer before placement in the trench. Cracked, broken, warped, out-of-round, or otherwise defective pipe or fittings shall be rejected and culled out by the Engineer.
(4) 
Installation.
(a) 
Pipe and fittings shall be installed in the conditions outlined on the detailed contract drawings. When pipe cover material is specified, this material shall be tamped around and under the full barrel of the pipe. Unless otherwise specified on the drawings, minimum cover over the top of the pipe or fittings shall be five feet. During installation, the contractor shall prevent the entrance of all foreign material (such as dirt, water and stones) into the pipe.
(b) 
On ductile iron pipe two serrated silicon bronze wedges shall be inserted in the bell, 180° apart at three o'clock and nine o'clock. Thrust blocking shall be installed at all elbows, tees, hydrants, plugs and caps with dimensions specified on the detailed drawings. Concrete blocking shall be poured against undisturbed soil. Steel tie-rod (3/4 inches in diameter) restraining hardware shall be used at fittings and valve clusters as shown on the contract drawings.
(c) 
Copper water service pipe shall be installed under all roadways by a trenchless method. The trenchless method shall be accomplished by the use of a soil-displacement-type hammer. The boring tool shall provide an open hole of adequate diameter to allow itself to successfully pull through a 3 inch I.P.S., DR 17, PE 3408 polyethylene pipe casing. Copper water service pipe shall be installed in the casing without filling of the annular space.
(d) 
The location and limits of the excavated pits for the launching and receiving of the boring tool shall be marked out by the Engineer. Excavations shall be sheeted and braced in accordance with the technical specifications of this contract. Where copper service piping is installed by open-cut excavation, the pipe shall be bedded and covered with approved granular material with a maximum particle size of two inches, as shown on the detailed drawings.
(5) 
Cleaning water mains. After the completion of the water main installation, all mains will be flushed with water to remove all dirt and stones which may have entered during construction. Pipes shall be flushed until the water runs clear.
(6) 
Disinfection of water mains.
(a) 
All water mains shall be disinfected in accordance with ANSI/AWWA Specification C601-B1-a, a copy of which can be furnished by the owner/engineer to the contractor upon his request.
(b) 
After the main has been disinfected and flushed, three samples of water shall be tested for total coliform in a New York State Department of Health approved laboratory. If drinking water standards are not met, the disinfection procedure shall be repeated at no extra cost to the owner.
C. 
Hydrostatic testing of water mains. After backfilling, all pipe shall be subjected to a pressure test and a leakage test in accordance with AWWA Spec. C600, Section 4, as follows:
(1) 
Pressure test. After the pipe has been laid, all newly laid pipe or any valved section thereof shall be subjected to a hydrostatic pressure of at least 1.5 times the working pressure at the point of testing.
(2) 
Test pressure restrictions. Test pressures shall:
(a) 
Not be less than 1.25 times the working pressure at the highest point along the test section.
(b) 
Not exceed pipe or thrust-restraint design pressures.
(c) 
Be of at least two-hour duration.
(d) 
Not vary by more than + or - 5 psi (0.35 Bar) for the duration of the test.
(e) 
Not exceed twice the rated pressure of the valves or hydrants when the pressure boundary of the test section includes closed gate valves or hydrants.
NOTE: Valves shall not be operated in either direction at differential pressure exceeding the rated pressure.
(f) 
Not exceed the rated pressure of the valves when the pressure boundary of the test section includes closed, resilient-seated gate valves or butterfly valves.
(3) 
Pressurization. Each valved section of pipe shall be filled with water slowly, and the specified test pressure, based on the elevation of the lowest point of the line or section under test and corrected to the elevation of the test gauge, shall be applied by means of a pump connected to the pipe in a manner satisfactory to the owner. Valves shall not be operated in either the opening or closing direction at differential pressures above the rated pressure. It is good practice to allow the system to stabilize at the test pressure before conducting the leakage test.
(4) 
Air removal. Before applying the specified test pressure, air shall be expelled completely from the pipe, valves and hydrants. If permanent air vents are not located at all high points, the contractor shall install corporation cocks at such points so that the air can be expelled as the line is filled with water. After all the air has been expelled, the corporation cocks shall be closed and the test pressure applied. At the conclusion of the pressure test, the corporation cocks shall be removed and plugged, or left in place at the discretion of the owner.
(5) 
Examination. Any exposed pipe, fittings, valves, hydrants and joints shall be examined carefully during the test. Any damage or defective pipe, fittings, valves or hydrants that are discovered following the pressure test shall be repaired or replaced with sound material, and the test shall be repeated until it is satisfactory to the owner.
D. 
Mains.
(1) 
All mains, fittings, valves, hydrants shall have a minimum earth cover of 5.0 feet. All mains shall be installed on a uniform grade and at an elevation to conform to the connecting mains. Mains shall be interconnected where possible and dead ends, if unavoidable, shall not exceed 600 linear feet in length and be provided with a hydrant at the end.
(2) 
Mains shall be installed on a bed of selected earth free from stones or in a bed of sand or fine crushed gravel, to provide uniform support the length of the pipe. All backfill around the pipes and for a height of 12 inches above the pipe shall be firmly tamped in place. The remainder of the trench may be tamped in layers or rolled and machine-tamped in place. Pipes shall not be embedded in clay or vegetable matter or similar materials.
E. 
All tees, fittings, plugs, pipe ends and hydrants shall be firmly supported by concrete thrust blocks of sufficient size to prevent separation of the joints or to prevent the pipe from shifting out of alignment. Size of thrust blocks shall be calculated by standard engineering design methods. All installed brass fittings that come in contact with potable water shall not be composed of lead.

F. 
Service pipes shall conform to ASTM B-88 Type K copper water tube. An eight-inch-radius loop shall be provided in the pipe at the connection of the service pipe to the main to provide flexibility. All service pipes shall have a brass corporation stop inserted in the main, a brass inverted key curb stop and drain with C.I. curb box at the right-of-way line and a brass ground key meter top and drain at the point where the service line ends and the meter is installed.
G. 
Leakage tests.
(1) 
The leakage test shall be conducted concurrently with the pressure test.
(2) 
Definition. "Leakage" shall be defined as the quantity of water that must be supplied into the newly laid pipe, or any valved section thereof, to maintain pressure within five pounds per square inch (0.35 Bar) of the specified test pressure after the air in the pipeline has been expelled and the pipe has been filled with water. Leakage shall not be measured by a drop in pressure in a test section over a period of time.
(3) 
Allowable leakage.
(a) 
No pipe installation will be accepted if the leakage is greater than that determined by the following formula:

(b) 
These formulas are based on an allowable leakage of 11.65 gallons per day, per mile, per inch nominal diameter at a pressure of 150 pounds per square inch. When testing against closed metal-seated valves, an additional leakage per closed valve of 0.0078 gal/h/mm) of nominal valve size shall be allowed. When hydrants are in the test section, the test shall be made against the closed hydrant.
(4) 
Acceptance of installation. Acceptance shall be determined on the basis of allowable leakage. If any test of pipe laid discloses leakage greater than that specified above, the contractor shall, at his own expense, locate and make repairs as necessary until the leakage is within the specified allowance. All visible leaks are to be repaired regardless of the amount of leakage.
(5) 
The tests shall be observed and approved by the Town Water Superintendent before acceptance and connection of the mains to the Water District system.
H. 
Disinfection.
(1) 
The system shall be disinfected and sterilized and be satisfactory in all respects to the Departments of Health of the State of New York and Cortland County and all water departments supplying water to the Water District. Samples shall be submitted as required by such agencies and written approval shall be submitted as proof of satisfactory disinfection. In addition to the foregoing, the treated water shall produce a residual of 10 parts per million of chlorine after a twenty-four-hour retention period.
(2) 
The disinfection of the system shall not take place until just prior to connection of the system to the Water District or mains. Samples of the water in the main shall be taken over a full two days and tested and approved.
(3) 
Reverse flow of water being treated in the mains shall be prevented from flowing into the lines supplying the water. After chlorination, the water in the mains being treated shall be flushed from the mains at its extremities until the replacement water tests are equal chemically and bacteriologically to those of the permanent approved supply.
I. 
All water mains, fittings, valves and fire hydrants shall have a minimum cover of five feet but not less that six inches in diameter.

A. 
Anyone violating any of the provisions of this Part 1 shall, upon conviction thereof, be punishable by a fine of not more than $250 or by imprisonment for a term of not more than 15 days, or by both such fine and imprisonment.

B. 
In addition to such penalty, the Town may enforce compliance with these rules and regulations by cutting off the supply of water.
