The penalty provision for failure to comply with the aforesaid fee schedule shall be as follows: Any person or persons found in violation of this chapter will be issued a citation and, upon conviction thereof at a summary proceeding, be sentenced to pay a fine of not less than $25 nor more than $100 to be paid for the use of Allegheny County, plus costs of prosecution, or to be imprisoned in the Allegheny County jail for not more than 30 days and be ordered to comply with the provisions of this chapter within 30 days.
