All materials used in the construction of any plumbing system, fixtures or equipment are required to be approved by the Plumbing Board as set forth in this chapter.
All materials in plumbing systems shall be so handled and installed as to avoid damage so that the quality of the material will not be impaired.
No defective or damaged materials, equipment or apparatus shall be installed nor shall such materials, equipment or apparatus be maintained after the notice of the defect is observed and reported by the inspector.
Materials shall conform at least to the standards and approvals cited in this chapter, which shall be considered minimum standards, when used in the construction, installation, alteration or repair of plumbing and drainage systems or parts thereof.

Description of terms of standards. ASTM Standards are issued under fixed designations; the final number indicates the year of original adoption, or in the case of revision, the year of last revision, "T" indicates Tentative. In the "CS" Series of Standards, also, the final number indicates the year of issue. For Federal Specifications, the year indicated is that of the latest revision or amendment. All Standards and Specifications of Materials are subject to change. Designations carrying indications of the year of issue may thus become obsolete. The latest printed and issued standards shall take precedence.
A. 
Each length of pipe, and each pipe fitting, trap, fixture and device used in a plumbing system shall have cast, stamped, or indelibly marked on it the maker's mark or name, the weight, type, and classes of the product, when such marking is required by the approved standard that applies.
B. 
The plumber installing the plumbing systems or interior storm system utilizing the same type of materials shall identify each system with color marking or wording every floor level (excluding one- and two-family dwellings).
The following tables and sections indicate specifically the type of material permitted for the various parts of the plumbing system. As new materials are approved or disapproved they shall be added or deleted, as the case may be, to or from the particular system approved list.
A. 
Any licensee under this chapter, or any person having an interest in new plumbing materials, fixtures, or methods, upon payment of a Plumbing Hearing/Review Fee to the Administrative Authority in the amount of $200 by check payable to the Treasurer of Allegheny County, may request a hearing before the Plumbing Board.
B. 
Evidence of compliance. The Plumbing Board shall require sufficient evidence to enable it to judge whether the proposed materials, fixture or methods comply with the 23 basic principles contained in this code and whether the proposed alternates pose a real or potential hazard to the health, safety or welfare of the public or any individuals.
C. 
When there is sufficient evidence to substantiate claims for new materials, fixtures or methods, the Plumbing Board may require tests of compliance as proof to be made by an approved agency at the expense of the applicant.
D. 
Tests shall be made in accordance with generally recognized standards; but in the absence of such standards, the Plumbing Board shall specify the test procedure.
E. 
The Plumbing Board may require tests to be repeated if, at any time, there is reason to believe that a new method, fixture or alternate no longer conforms to the requirements on which its approval was based.
F. 
The Plumbing Board shall conduct said hearings within 90 days from the date of the request. No new material, device, method of assemblage or installation, fixtures, or appurtenance shall be approved if it does not comply with any of the 23 principles contained in this code or if it poses a real or potential hazard to the health, safety or welfare of the public or any individuals. If the request is denied, reasons therefore must be given. If no action is taken within 90 days after the conclusion of the hearing the material, fixture or method shall be deemed to be approved. The Plumbing Board may from time to time conduct studies relative to the use of new plumbing materials and fixtures.

Only listed teflon thread tape or plastic thread lubricant shall be used for threaded connections. Conventional pipe thread compounds, putty, linseed oil base products and unknown mixtures shall not be used.
j.
Piping to be sized according to code requirements.
k.
Connection to water heaters: PB Tubing may be directly connected to a storage type water heater provided a minimum of six inches is maintained between the flue of gas fired water heater and the PB Tubing. However, it is recommended that a minimum six inches of metal pipe be installed between the hot water outlet and the PB system. On instantaneous type heaters, an 18-inch minimum of approved metal pipe is required.
l.
A properly executed warranty against defective material or workmanship be furnished to the homeowner by the system manufacturer.
3.
CPVC Installation Requirements.
a.
Installation shall be in accordance with Manufacturers recommendations applicable Standards and Code Requirements.
b.
Identification — The pipe, fittings and solvent cements shall be marked in accordance with ASTM D — 2846 and with the NSF symbol.
c.
Maximum hot water temperature not to exceed 180° F.
d.
Water distribution pressure not to exceed 80 P.S.I. (§ 860-177B).
e.
Pipe to be run straight, in uniform alignment, utilize proper fittings for change of direction and be supported every three feet for all sizes in this specification with smooth plastic or plastic coated non-binding hangers to allow for expansion and eliminate noise transmission.
f.
Thermal Expansion — The linear thermal expansion rate for CPVC is approximately 1/2 in /10° F. temperature change for each 100 ft. of pipe or tubing. Installation of long runs of pipe require 1/16 to 3/32 in. longitudinal clearance per foot of run to accommodate thermal expansion. Proper design installation requires offsets of 12 in. or more for every straight 10 ft. run of pope to absorb thermal movement. Pipe should not be anchored rigidly to a support but rather be secured with broad, smooth hangers providing for a degree of movement.
g.
Piping to be sized and pressure tested according to Code Requirements.
h.
Water Heaters — pipe and fittings covered by this installation requirement are not intended for use at temperatures above 180° F. CPVC Pipe may be directly connected to a storage type water heater provided a minimum of six in. is maintained between the flue of gas fired water heaters and the CPVC pipe. However, it is recommended that a minimum six in. of metal pipe be installed between the hot water outlet and the CPVC system. Instantaneous type water heaters — CPVC system's may not be suitable for use on this type heater. Approval of pipe manufacturer and his design requirements are required if system is to be used with instantaneous heater.
i.
Approved adapter or transition fittings to be used for connections to equipment or other approved piping material.
j.
Step-by-step Assembly — Correct assembly requires the following:
1.
Cut the pipe square;
2.
Remove burrs;
3.
Check for interference fit;
4.
Clean both pipe and fittings with a recommended CPVC cleaner or by light sanding or both;
5.
Apply a liberal coat of CPVC solvent cement to the pipe and a light coat of cement to the fitting;
6.
Assemble immediately by bottoming the pipe in the fitting socket and rotating a quarter turn as the joint is assembled; and
7.
Remove excess cement from the joint.
k.
Caution: Joints mistakenly made with only a cleaning solvent may pass the usual cold water pressure check, but can be expected to fail later in hot water service. As a result pressure tests will require the hot water tank to be activated and normal working temperatures attained during test.
6.
Schedule 40, NSF Seal required, solvent cement shall meet the latest applicable standards for use on PVC/ABS and the co-mingling of PVC and ABS is prohibited. The pipe shall be protected from fastener penetration where pipe passes through partitions by the use of 16-gauge steel plates or equal protection. Installations shall be in accordance with manufacturers recommendations or installation standards covering material. Approved expansion joints at three story intervals or as recommended by manufacturer will be required for high-rise construction.

Pipe shall be laid on a four inch bed of compacted slag, sand or equivalent granular material, and an envelope of the same material at sides and top of pipe. Slag shall be high lime basic reaction. Minimum thickness of encasement shall be six inches on each side of pipe, minimum of four inches from top of pipe to underside of slab, and 12 inches above top of pipe elsewhere. Installations shall be in accordance with ASTM C-12 Specifications.
f.
All vitreous clay ells shall be long radius type to permit four inches granular cover over top of pipe under floor slab.
g.
Concrete encasement of 3,000 lbs. compressive strength four inch thick, around and under all vitreous clay traps and ells as protection against breakage due to settlement or cleanout operation by rodding.
h.
Soil and waste stacks above ground shall be adequately supported so that no weight load is imposed on the building drainage system.

4.
Vitrified clay sewer pipe for underground building drains in one to four family structures may be used subject to the following installation requirements:
a.
Pipe shall be extra strength with premium joints.
b.
Cut sections of pipe shall have oakum and poured — bitumastic joints or approved preformed factory joints.
c.
Tops of hubs or fittings shall finish flush or below basement floors where change in pipe material will occur.
d.
Requirement of a cleanout at end of main runs, where main is not an extension of stack. Additional cleanouts along main run spaced not more than 50 feet apart.
e.
Pipe shall be laid on a four inch bed of compacted slag, sand or equivalent granular material, and an envelope of the same material at sides and top of pipe. Slag shall be high lime basic reaction. Minimum thickness of encasement shall be six inches on each side of pipe, minimum of four inches from top of pipe to underside of slab, and 12 inches above top of pipe elsewhere. Installations shall be in accordance with ASTM C-12 Specifications.
f.
All vitreous clay ells shall be long radius type to permit four inches granular cover over top of pipe under floor slab.
g.
Concrete encasement of 3,000 lbs. compressive strength four inch thick, around and under all vitreous clay traps and ells as protection against breakage due to settlement or cleanout operation by rodding.
h.
Soil and waste stacks above ground shall be adequately supported so that no weight load is imposed on the building drainage system.

5.
Installation Requirements for Glass Pipe when Used Underground:
a.
All glass pipe shall be coated with at least 1/8" mastic coating including joints. Coating to be administered before pipe is placed in ditch. After coating pipe is to be laid on a bed of eight inches of granulated slag, sand, or sandy loam.
b.
Piping, after being laid, to be covered by six inches of granulated slag, sand, or loam and hand filled to a depth of 12 inches above top of piping. No large boulders or stones to be placed on pipe at any time.
c.
In lieu of protecting glass pipe with a mastic coating, the Administrative Authority will accept buried glass pipe when protected by a proper casing, with a thickness capable of supporting maximum load conditions that can occur in the specific field application (Example Bury-Pack)
d.
It is required that this pipe after being laid, and tested, shall be inspected by the Administrative Authority and the inspector be given time to return for a check on the backfill operation.
6.
Installation shall be in accordance with manufacturers recommendation or installation standards covering materials.

A. 
Fittings. The materials of which fittings are made and to be used in the installation of water distribution, drainage and/or vent systems shall comply with the applicable standards as approved by the code and conform to the type of material used. The fittings shall have no ledges, shoulders or reductions which can retard or obstruct flow in the piping. Threaded drainage pipe fittings shall be of the recessed drainage type. Pipes and fittings used for potable water supply systems shall not contain more than 8.0% lead.

B. 
Copper Water tube extrusion method, Malco M, Rothenberger "R", T. Drill Systems.
(1) 
As an alternate to copper fittings the above systems for handling copper tubing for water distribution is acceptable and approved subject to the manufacturers instructions and requirements.

Areas of Permitted Use: This approval provides for the acceptance of these systems as an acceptable alternate method of joining copper water distribution tubing in all building classifications.

C. 
Flexible or Mechanical Couplings. As an alternate to galvanized screwed fittings or galvanized water distribution systems, and as an alternate to galvanized screwed drainage fittings on inside above ground roof drains and conductors, flexible to mechanical type couplings may be used for such systems. See Article VI, § 860-92K, for installation requirements.

F. 
Compression couplings for C I No-hub and other DWV material.
(1) 
Description: A coupling or sleeve made up of a synthetic rubber gasket and a stainless steel shield and tightening device. Synthetic rubber meets ASTM C-564-82, the stainless steel is of 300 series as per ASTM 167. Two categories of couplings are available, one for joining No-hub cast iron t No-hub cast iron and the other to join, reduce or adapt other approved types of drain, waste, sewer, and vent materials.
(2) 
Areas of permitted use: Category I couplings designed for connecting plain end cast iron pipe are approved and acceptable for that use. Category II couplings designed to join, adapt or reduce other types of approved DWV materials are approved and acceptable for that use. Couplings used to connect pipes of same or differing outside diameters must have appropriate synthetic rubber bushings or sleeves to accommodate pipe size or differing outside diameters.

A. 
Cast iron solvent single stack plumbing system. Copper Solvent Single Stack Plumbing system (when designed and authored by a professional engineer).
(1) 
Description: On engineered copper DWV Single Stack Self Venting Plumbing system for multi-story buildings. A single stack design which incorporates the use of two special fittings, aerators and deaerators as the basis for the self venting features of solvent.
(2) 
Areas of permitted use: The approval provides for the acceptance of solvent as an engineered drainage system in the multi-story buildings. The approval requires that the system be designed and authored by a professional engineer, registered under the laws of the Commonwealth of Pennsylvania. System design shall be in compliance with the "Copper Solvent Single Stack Plumbing System Design Handbook". published by the Copper Development Association, Inc. and the applicable provisions of the Allegheny County Plumbing Code, Article XV. Under limitations, the approval requires that where urinals are to be installed on this system, the Administrative Authority will require acceptable designs criteria such as, but not limited to automatic flushing units to prevent the degradation of copper DWV by the action of urine.
(3) 
Installation requirements: Installation shall be in accordance with approved system design and code requirements. The Administrative Authority will require the submission, review and approval of engineering drawings prior to any installations.
B. 
I.B.V.S. — Internal back vent system.
(1) 
Description:
(a) 
The Phelps Dodge Internal Back Vent System for DWV Plumbing Systems is an engineered system designed to control the air pressure within the vent system and eliminates the need for conventional venting by the use of special fittings.
(b) 
The system consists of a single stack with special fittings located at each floor level which act both as deaerators and mixers. The system is assembled with I.B.V.S, neoprene and stainless steel band couplings, and utilizes approved conventional DWV materials.
(2) 
Areas of permitted use: The approval provides for the acceptance of the Phelps Dodge Internal Back Vent system as an engineered DWV drainage system in the multi-story buildings. The approval requires that the system be designed and authored by a professional engineer, registered under the laws of the Commonwealth of Pennsylvania. System design shall be in compliance with the Phelps dodge internal back vent system specifications I.B.V.S. 1001 and the applicable provisions of the Allegheny County Plumbing Code, Article XV. I.B.V.S. design shall comply with drainage and venting principles of Article XV, Plumbing. Under limitations, the approval requires that where urinals are to be installed on this system and utilizing DWV copper as waste line material for the urinals, the Administrative Authority will require acceptable designs criteria such as, but not limited to automatic flushing units to prevent the degradation of copper DWV by the action of urine.
(3) 
Installation requirements: Installation shall be in accordance with approved system design and code requirements. The Administrative Authority will require the submission, review and approval of engineering drawings prior to any installations.
C. 
Automatic plumbing vent. Material or product approval — Automatic Plumbing Vent — or approved equal meeting NSF Standard 24.
(1) 
Description:
(a) 
The Automatic Plumbing Vent is a Vacuum Activated Valve that is designed as an alternate method of venting "P" traps of fixtures other than Water Closets in household drainage systems. These are fixtures that require one and one half inch vent or smaller. Since the
(b) 
Automatic Plumbing Vent serves only to allow air to enter the system and does not provide for back pressure relief, a limit, as to the number of fixtures vented by Automatic Plumbing Vent's and tributary to a single drain line, must be adhered to. This limitation is identified in the installation requirements. Additionally, the use of Automatic Plumbing Vent will not eliminate the need for a main soil or vent stack.
(2) 
Areas of permitted use: The approval covers the Automatic Plumbing Vent device as an acceptable alternate method of venting plumbing fixtures such as sinks, lavs., bathtubs, showers, laundry trays, automatic washers and similar fixtures requiring a trap not larger than two inches. Installation is limited to single family building two stories or less in height and without corrosive wastes.
(3) 
NOTE: The Administrative Authority will consider requests for use of the Automatic Plumbing Vent on permitted type fixtures in remodeling installations in other building classifications where conventional venting requirements would create structural problems or damage. Also, where the location of such fixtures and their waste connections to existing drains will not present a black pressure condition.
(4) 
Installation requirements.
(a) 
The Sealing Washer of the Automatic Plumbing Vent must be located at least six inches above the top of the trap arm. To insure compliance with this requirement, the total length of the pipe between the top of the Directional or Vent tee and the 1 1/2-inch female adapter, in which the Automatic Plumbing Vent is mounted, shall not be less than four inches.
(b) 
The Directional or Vent tee shall be within the Requirements set forth in Table 860-150A, "Distance of Fixture Trap from Vent."
(c) 
Device is limited to use of Plumbing Fixtures with a trap size of two inches or smaller and a total of fixture unit Value of three.
(d) 
Two fixtures individually protected by the Automatic Plumbing Vent may be drained by a Common 1 1/2 inch drain pipe, provided the fixture unit valve does not exceed three. Where the fixture unit valve exceeds three or where more that two fixtures are installed on a common drain, the drain must be increased to two inches. A maximum of three fixtures, not exceeding a total fixture unit of six, may be individually protected by Automatic Plumbing Vent's on a common two inch drain pipe.
(e) 
The device is to be installed in accordance with Article XV Plumbing Code and Mfg. recommendations. The device is not to be installed in a sealed wall cavity and is to remain accessible for inspection.
(f) 
The Automatic Plumbing Vent may be mounted under counter top in the base cabinets or in the inside wall behind a ready access panel.
(g) 
Use only a petroleum jelly on the threads to insure an air-tight fit. Anything else, including pipe-thread compound, may deteriorate the Automatic Plumbing Vent or its adapter. Hand tighten.
(h) 
The device shall not be installed where subject to back pressure, such as at the base of soil or waste stacks.
D. 
Suds pressure zones and suds relief vent.
(1) 
Suds pressure zones and suds relief vents — where required: Where sinks, laundry trays, laundry washing machines, and similar fixtures in which sudsy detergents are normally used, discharge at an upper level into a soil or waste stack which also serves fixtures in other occupancy units at a lower floor level, the drainage and vent piping for such lower fixtures shall be arranged so as to avoid connection to suds pressure zones in the sanitary drainage and vent systems, or a suds relief vent, relieving to a nonpressure zone, shall be provided at each suds pressure zone where such connections are installed. In multistory buildings, with more than six branch intervals of fixtures described above, separate waste and vent stacks for the lower four branch intervals of fixtures shall be required.
(2) 
A suds pressure relief vent must be connected to each suds pressure zone and installed so as to relieve suds pressure therefrom to a nonpressure zone in the plumbing system. Suds pressure relief vents should be at least three quarters of the diameter of the piping in which the pressure zone occurs, but not less than two inches.
(3) 
Suds pressure zones: Suds pressure zones shall be considered to exist at the following locations in sanitary drainage and vent systems as indicated in Table B.
(a) 
Zone 1. In a soil or waste stack, which serves fixtures on two or more floors and receives wastes from fixtures wherein sudsy detergents are used, a zone shall be considered to exist in the vertical portion upstream of an offset fitting in the riser to the upper section of the system, in the horizontal portion downstream of this fitting, and in the horizontal portion upstream of the offset immediately preceding the next offset fitting. See Table B.
(b) 
Zone 2. In a soil or waste stack, which serves fixtures on two or more floors and receives waste from fixtures wherein sudsy detergents are used, a zone shall be considered to exist at the base of the stack and extending upstream. See Table B.
(c) 
Zone 3. In a soil or waste system, which serves fixtures on two or more floors and received wastes from fixtures wherein sudsy detergents are used, a zone shall be considered to exist downstream in the horizontal drain from the base of the stack and both upstream and downstream of the next offset fitting downstream.
(d) 
Zone 4. In a soil or waste system, which serves fixtures on two or more floors and receives wastes from fixtures wherein sudsy detergents are used, a zone shall be considered to exist in the vent stack extending upstream from the point of connection to the base of the soil or waste stack.

A.C.P.B. has approved the CA-90 Ductless Bathroom fan as manufactured by Rush Hampton Industries.
(1) 
Description: The CA-90 Ductless Bathroom fan consists of a 10 inch by four inch by 3 3/8 inch heavy duty galvanized casing which houses an Underwriters' Laboratories, Inc. labeled electric dispersal fan and a CA-90 ejector cartridge. The fan pulls air through the unit, past the open CA-90 cartridge, and air saturated with CA-90 is ejected from the unit, diffusing sanitized air throughout the bathroom. The chemical CA-90 is a non-toxic chemical, found to be effective in destroying odor causing bacteria.
(2) 
Areas of permitted use: The approval covers the CA-90 Ductless Bathroom fan for an acceptable alternate method of bathroom ventilation as required in Article III, § 860-30.
(3) 
Installation requirements:
(a) 
Fan shall be installed so as to operate at all times when bathroom light is turned on in public toilet rooms. In private toilet rooms, the fan may be activated independently.
(b) 
Unit shall be installed in a vertical, upright position in the wall with the cartridge in the top vertical position.
(c) 
Unit shall bear the label of the Underwriters' Laboratories, Inc.
(d) 
The manufacturer's recommendations for installation shall be strictly followed.
(e) 
The manufacturer shall make available, on a regular six month basis, such supply of chemical refills as may be necessary.
(f) 
A maximum of 100 square feet of floor area shall be serviced by each CA-90 unit.
C. 
Allegheny County Plumbing Board has approved the NUTONE NU A-40 and NUA-40L Non-ducted bathroom fan.
(1) 
Description: The non-ducted recirculation fan; or fan and light combination provided with deodorizing replaceable pellets shall be acceptable for ventilation of bathrooms.

Areas of permitted use: The approval covers the Nutone Nu A-40 and Nu A-40L Non-ducted bathroom fan for an acceptable alternate method of bathroom ventilation as required by Article III, § 860-30.
(3) 
Installation requirements:
(a) 
Fan shall be installed so as to operate at all times when bathroom light is turned on in public toilet rooms. Private toilet rooms, the fan may be activated independently.
(b)

Floor flanges — water closets. Floor flanges for water closets or similar fixtures shall be not less than 1/8 inch thick for brass, 1/4 inches thick, and not less than two inch caulking depth for cast iron or galvanized malleable iron.
