All trailer courts operating under the jurisdiction of the Administrative Authority shall have adequate plumbing and drainage systems, which shall be designed and installed in accordance with installation requirements of this code.
Trailer courts shall, in addition to the above, conform to Article VII, "Trailers and Trailer Courts," Allegheny County Health Department, and to all other pertinent local and state regulations.
A.
Before any plumbing or sewage facilities are installed or altered in any trailer court, sufficient plans and specifications shall be filed and proper permits obtained from the Administrative Authority.
B.
Plans shall show in detail.
(1)
Plot plan of the park or court drawn to scale, indicating elevations, property lines, driveways, existing or proposed buildings and the location and sizes of trailer sites, which shall be a minimum of 1,000 square feet of area for one trailer location.
(2)
Complete specification and piping layout of proposed plumbing system or alterations, which shall be in accordance with the installation and material requirements of this code.
The plumbing and drainage system from trailer courts and service buildings shall be connected to a public sewer system if available. Where a public sewer system is not available, see Article XVIII regarding individual sewage disposal systems.
The water distribution system for any trailer court and service building shall be connected to a public water supply system if available. Where a public water supply is not available, see Article XVII regarding individual water supply.
A.
Individual trailer sites. Each trailer coach space or unit shall be provided with a sewer connection, which shall be properly located in relation to the trailer coach outlet. The connection shall consist of a four inch approved material (refer to Article V, "Materials") running trap with cleanout connection brought to grade level and terminated with an open grill provided as a fresh air inlet. The trap shall be installed not less than three feet measured to the top of the pipe below the surface of the ground. A four inch pipe of approved material (refer to Article V, "Materials") connected to the inlet of the running trap shall terminate not less than seven inches above grade, and the extension through the ground shall be protected by a metal casing or concrete pad. The pipe shall be located so as to provide a connection with the trailer drain outlet, by means of a flexible connector. Each such opening shall be effectively capped or plugged when not in use.
B.
Sizing of drainage or sewer piping for trailer sites. For the purpose of determining pipe sizes, each trailer site connection shall be assigned a waste loading factor of 13 fixture units which shall be used in determining the size of sewers as determined from Article XII, Table 860-133A, Maximum Loads on Building Drains and Sewers. The minimum size sewer permitted for trailer courts shall be six inches and branches serving individual trailer sites shall be four inches.
C.
Sewer pipe material. Sewer pipe material shall be as outlined in Article V, "Materials," § 860-63D, Building Sewers.
An accessible, adequate, potable supply of water shall be provided for each trailer court or park. The water distributing system shall conform to the requirements as outlined in Articles XV and XVI of this code, and be so designed and maintained as to provide a residual pressure of not less than 20 psi at each trailer site or trailer unit connection.
A.
Individual trailer site.
(1)
Each trailer site branch water supply shall be not less than 3/4 inch in diameter and shall be assigned a supply demand of 13 fixture units for determining the size of distribution piping.
(2)
A shut-off valve shall be installed on the water branch serving each trailer site and be located in a pit or have adequate provisions to protect water supply pipe from freezing.
(3)
An approved backflow preventer consisting of a spring loaded check valve shall be installed on the water supply branch to each trailer at, or near, the trailer connection. Such device shall be installed in a horizontal position.
(4)
An approved pressure relief valve shall be installed immediately on the discharge side of each backflow preventive device. Each such pressure relief valve shall be equipped with a full size drain which shall terminate above grade at some approved location. No shut-off valve shall be installed between any such pressure relief valve and the trailer it serves. Such relief valves shall be set to open at not more than 25 psi above the water service pressure.
B.
Water pipe material. Water distribution pipes shall be of material as outlined in Article V, "Materials," § 860-62A, Water Service Pipe.
Installations shall be tested, inspected and otherwise be in accordance with Article XXII of this code.
