The powers, duties, functions and responsibilities of the employees of the departments shall be as set forth by the appropriate New Jersey statutes, New Jersey Administrative Code, civil service and/or the Code of the City of Clifton.
The personnel of each department and/or division shall consist of such officers and employees as may be deemed necessary for the proper conduct of the affairs of the department or division. Unless otherwise provided by law, they shall be appointed by and subject to the supervision and control of the City Manager. The number of such officers and employees shall not be such as to require a greater expenditure than is authorized by the Municipal Council as set forth in its table of organization as determined by the budget of the City of Clifton.
