A. 
The City Manager shall appoint the Director of Public Works or serve as the Director of Public Works until such time as an appointment is made.
B. 
The Director shall have general supervision and control over the departments, offices and personnel of the Division of Public Works.
C. 
The personnel of said Division shall consist of such officers and employees as may be deemed necessary for the proper conduct of the affairs of the Division. Unless otherwise provided by law, they shall be appointed by and be subject to the supervision and control of the City Manager. The number of such officers and employees shall not be such as to require a greater expenditure than is authorized by the Municipal Council.
