Pursuant to the provisions of N.J.S.A. 12:7C-1 (Chapter 264 of the Laws of 1969), the Building Inspector of the City of Clifton be and he hereby is designated as the official of the City charged with authority and responsibility for the granting of consent or denial of permission for the abandonment of any flat-bottomed boat, barge, scow or raft to or upon any public land or waterway within the jurisdiction of the City of Clifton. Any person willfully abandoning such flat-bottomed boat, barge, scow or raft in or upon any such land or waterway without such consent shall be subject to the penalties provided in N.J.S.A. 12:7C-1 (Chapter 264 of the Laws of 1969).
Pursuant to the provisions of N.J.S.A. 12:7C-5 et seq. (Chapter 281 of the Laws of 1971) and subject to the exceptions in such statute set forth, the owner of any barge which is to be docked in or on the bank of any river within the jurisdiction of the City of Clifton for more than 10 consecutive days, whether it is to be occupied or not, is hereby required to and shall post with the City Clerk of the City of Clifton a surety bond with good and sufficient corporate surety in the amount and given upon the conditions in said statute more particularly set forth.
There is hereby adopted by the Municipal Council of the City of Clifton for the purpose of regulating the docking of any flat-bottomed boat, barge, scow or raft to or upon any public lands or waterways within the jurisdiction of the City of Clifton and of providing penalties for the abandonment therein or thereon of any such flat-bottomed boat, barge, scow or raft the whole of the applicable statute of the State of New Jersey, namely: Chapter 7C, entitled "Boats, Etc., Abandonment," of the Revised Statutes of the State of New Jersey (N.J.S.A. 12:7C-1 through 12:7C-6, both inclusive).
Said Chapter 7C of Title 12 of the Revised Statutes of the State of New Jersey is hereby incorporated in this chapter by reference and made a part hereof as fully as though set forth herein at length.
Three copies of said Chapter 7C of Title 12 of the Revised Statutes of the State of New Jersey have been placed on file in the office of the City Clerk of the City of Clifton and in the office of the Building Department of the City of Clifton and shall remain on file in each of said offices for the use and examination of the public so long as this chapter shall remain in effect.
