Every person who owns, keeps or harbors any dog, cat or other animal which has bitten or is alleged to have bitten any person or a dog or other domestic animal shall, upon notice thereof given by any enforcement officer of the City, confine said animal either in the home of the owner, keeper or harborer or a licensed veterinarian in New Jersey, the expense for which is not to be incurred by the City of Clifton.

When it is determined by the Health Officer or his duly authorized representative that an animal involved in a biting incident is potentially rabid, said animal shall be examined by the City Veterinarian or any other duly qualified veterinarian. Within 24 hours after service upon the owner, keeper or harborer referred to in § 203-27 hereof of a written notice from the Health Officer of the City of Clifton or his duly authorized representative requiring him to bring and deliver or cause to be brought and delivered such dog, cat or other animal to the City Veterinarian or any other duly qualified veterinarian, for a rabies examination, said owner, keeper or harborer shall comply with said notice.

Such dog, cat or other animal brought or delivered to a veterinarian, as provided in § 203-28, shall be quarantined for a period of 10 days and shall not be disposed of or permitted to leave the premises of the owner, keeper or harborer during said ten-day period, without the written approval of the City Veterinarian. The animal may be quarantined by any duly licensed veterinarian in New Jersey at the expense of the owner, keeper or harborer.

The Animal Control Officer/Animal Cruelty Investigator, upon the request and approval of the Health Officer, shall transport and deliver such dog, cat or other animal to the City Veterinarian or other duly qualified veterinarian. If the Animal Control Officer/Animal Cruelty Investigator is requested to transport and deliver the same to a veterinarian other than the City Veterinarian, then the owner, keeper or harborer shall cause said other veterinarian to issue a report, within four days, to the City Veterinarian. Said report shall contain a full statement respecting the health of said dog, cat or other animal.
