As used in this article, the following terms shall have the meanings indicated:
CAT
Any male or female cat of the feline species commonly domesticated.
It is hereby determined that the City of Clifton is desirous of implementing a system for the immunization of cats for cat owners who are residents of the City of Clifton at City-run immunization clinics. In order for the City to implement such a system, it will be necessary to charge a fee to cover reasonable costs and services.
Any resident of the City of Clifton desirous of having his or her cat immunized will be charged a fee of $5 for each cat immunized at City-run immunization clinics.

Any Clifton resident desiring to have his or her cat registered must do so with the Clifton Health Department. Registration shall take place annually during the month of January, and all registrations shall expire on January 31 of the succeeding year. The registration fee shall be $5 per cat; however, residents over the age of 65 may register one cat at the rate of $5 and each additional cat at the rate of $2.
