All responsible solid waste generators within
the municipality that do not have solid waste collected by or on behalf
of the municipality and paid through the general expense are hereby
required to contract for the collection of solid waste so generated
by such solid waste generator.
A.Â
Single-use residential housing. Each responsible solid
waste generator is required to contract for regular solid waste collection
services in the municipality, except where such solid waste generator
is transporting the solid waste generated at his residential premises
directly to the solid waste facility utilized by the municipality
for disposal.
B.Â
Multifamily residential housing. Each responsible
solid waste generator is required to contract for regular solid waste
collection service with any person lawfully providing solid waste
collection services within the municipality, except where such solid
waste generator is transporting the solid waste generated at his residential
premises directly to the solid waste facility utilized by the municipality
for disposal. The owner of the multiple dwelling is required to provide
a sufficient number of solid waste containers for the deposit of nonrecyclable
waste materials to be disposed of as solid waste.
C.Â
Commercial or institutional building or structure
located within the municipality. Each responsible solid waste generator
is required to contract with any person lawfully providing solid waste
collection service within the municipality.
Every responsible solid waste generator who
is transporting the solid waste generated at his residential premises
directly to the solid waste facility utilized by the municipality
for disposal is required to furnish proof to the governing body of
the municipality at least once every month that he is so transporting
said solid waste for disposal. Every such responsible solid waste
generator is required to furnish said proof of service, in writing,
to the Recycling Coordinator no later than the 15th day of every month.

Municipality. The municipality is required to, within
six months of the effective date of this article and at least once
every six months thereafter, notify all responsible solid waste generators
of the requirements promulgated by this article. In order to fulfill
its notification requirements, the municipality may place an advertisement
in a newspaper circulating in the municipality, post a notice in public
places where public notices are customarily posted, include a notice
with other official notifications periodically mailed to taxpayers
or utilize a combination thereof, as the municipality deems necessary
and appropriate.
B.Â
Solid waste generator. Except as otherwise provided
herein, each responsible solid waste generator is required to notify
the Recycling Coordinator of the name of the solid waste collector
providing said generator solid waste collection service. Every such
solid waste generator is required to furnish said notification, in
writing, to the Recycling Coordinator within 15 days of a change in
the provider of such solid waste collection service and at least once
every 12 months.
