The opening of bottles and single-service paper containers of milk, cream or fluid milk products shall be provided with a cap or other acceptable device which will satisfactorily protect the milk, cream or fluid milk products from contamination, completely and effectively cover the pouring lip of the bottle or single-service paper container and be of such type that its removal and replacement is capable of being readily detected.
A. 
Moistureproofing of containers shall be accomplished by means of fully refined paraffin wax or other satisfactory materials, which shall uniformly cover all portions of the containers. Containers prior to use shall be given bactericidal treatment equivalent to immersion in paraffin for at least 15 seconds at a temperature of not less than 165º F. The inside surface of containers shall be free from loose paraffin particles before filling.
B. 
Single service containers used for milk and milk products shall be made from virgin chemical or mechanical pulp (pulp that has not previously been used for commercial purposes) that has received bactericidal treatment by methods leaving no residual by-products and has been subjected to the sterilizing action of heat.
C. 
The containers which are not filled immediately after germicidal treatment shall be packed in a sealed package in a manner to safeguard the containers from contamination in storage and transportation.
Any person shipping milk shall thoroughly cleanse the container used for transporting the milk before the milk is placed therein. Any person to whom milk is shipped shall, before returning to the shipper the container used for transporting the milk, remove all milk from the container and thoroughly rinse it with pure water.
No person having custody of a container for milk intended for distribution or sale shall place or permit to be placed therein any article or substance other than milk or its products, or pure water or other similar agent for cleansing such container.
No person shall send, return or deliver to any producer, wholesaler or retailer of milk any container for milk containing any article or substance other than milk or its products.
