It shall be unlawful for the operator of a motor vehicle to stand or park such motor vehicle at any time on the following-designated streets and roads in the apartment project known as "Country Club Towers" in the City of Clifton:
  The main entrance circular roadway, both sides.
  The northeast entrance roadway and the rear service roadway, both sides.
  Said northeast entrance roadway and said rear service roadway are described as follows: Beginning at a point on the northerly side of Hepburn Road distant 95 feet more or less, westerly from the corner formed by the intersection of the northerly side of Hepburn Road and the westerly side of New Jersey Highway Route 3, and running thence westerly along the northerly side of Hepburn Road 20 feet to a curb; thence northerly along the same 43 feet more or less to an angle; thence northerly parallel or nearly so with Route 3 105 feet more or less; thence westerly along the curbline 288 feet more or less to a curve; thence on a curve to the right with a radius of 17 feet more or less an arc distance of 29 feet more or less; thence easterly parallel to and 20 feet at right angles to the fourth course 317 feet more or less; thence southerly parallel to and 20 feet at right angles to the third course 124 feet more or less to an angle; thence southerly parallel to and 20 feet at right angles to the second course 47 feet more or less to the northerly side of Hepburn Road and place of beginning.
The Chief of Police is hereby directed to have proper signs and pavement markings calling attention to the provisions of this article erected or placed along said street.
Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of a provision of this article or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days, or both.
