All requirements in this article pertaining to taxi and limousine drivers shall also apply to the owners of such taxis and limousines to be driven by such drivers.
All taxi and limousine drivers, when operating their taxis and limousines, shall be clean and neatly dressed.
Every taxi and limousine driver shall, upon the completion of each and every trip, make a search of said taxi and limousine for any property lost or inadvertently left therein, and any such property, unless sooner claimed or delivered to the rightful owner, shall be taken to the Police Department within six hours of the finding thereof.
All taxi and limousine drivers shall comply with all reasonable and lawful requests of passengers as to speed and the route to be taken. Where such requests are not made by the passenger, such driver shall use lawful and reasonable speed and the most expeditious route to be taken to such passenger's designation.
Any motor vehicle accident involving a taxi or limousine and causing injury to a person or persons or damage to property in excess of $500 shall be reported immediately by the driver to the Police Department.
A. 
Holders of taxi and limousine licenses shall maintain a central place of business which shall be kept open for the purpose of receiving calls and dispatching vehicles, for at least the minimum hours stipulated on the taxi and limousine license.
B. 
All taxi and limousine licensees or their representatives shall answer all calls received for taxi and limousine service inside the municipal limits as soon as possible. If such service cannot be rendered within a reasonable time, they shall then notify the prospective passengers as to how long it will be before the call can be answered and give the reason therefor.
C. 
Any licensee under this chapter or his representative who shall refuse to accept a call for taxi and limousine service anywhere within the City limits at any time when such licensee has a taxi and limousine available, or who shall fail or refuse to give overall service, shall be deemed in violation of this chapter.
D. 
The owner of a taxi shall cause to be displayed on the body of the vehicle the taxi license number issued to that vehicle. The number shall be three inches in height and located at the center of the rear quarter panels on the driver and passenger sides and rear center line of the trunk of the vehicle. Each taxi shall display on each rear door of the taxi the name of the municipality or municipalities which have issued the taxi a taxi license in letters three inches in height.
The driver of any taxi or limousine shall, upon request of any passenger, render to such passenger a receipt for the fare charged. The receipt shall state the name of the driver, the taxi or limousine license number, the amount of the fare, the points of origin and destination and the date and time of the transaction.
No person shall present, hold out or advertise any vehicle as a taxi or limousine by the use of the word "taxi," "cab," or otherwise, if such vehicle is not licensed under this chapter.
A. 
The holder of each and every taxi or limousine license shall record in a book, kept solely for such purpose, the time of departure from and the time of return of each vehicle licensed under this chapter, the name and address of the driver thereof, the license number of the driver, and the license number of the vehicle.
B. 
The record book shall be kept open for inspection at all times by a duly authorized representative of the Police Department.
A. 
The licensed driver of each taxi or limousine shall keep a daily record upon which all trips shall be recorded. The daily record shall show time and place of origin and destination of each trip and the amount of fare received for each trip. All such records shall be given to the holder of the certificate of operation and shall be retained for two years by such holder. The holder of the certificate of operation shall be responsible for the maintenance of daily records of all taxis or limousines operated by him.
B. 
The forms of each recordkeeper shall be approved by the Chief of Police.
No holder of a certificate of operation of a taxi or driver's license shall charge more than the fare as stated on the rate card filed with the certificate of operation application pursuant to this chapter and as displayed pursuant to this chapter.
A. 
All taxi fares shall be computed on the basis of speedometer reading at rates and for distances as set forth in this section.
B. 
The maximum taxi rates shall be as follows:
(1) 
Three dollars and seventy-five cents for the first mile or any fraction thereof.
(2) 
Twenty-five cents for each additional 1/5 of a mile or fraction thereof in excess of one mile.
(3) 
For each trip passenger exceeding two, $0.25 per trip per passenger when the destination is within the city limits, and $0.50 per trip per passenger when the destination is outside the City limits, not including, however, children under nine years of age.
(4) 
Twenty cents for each minute of waiting time or fraction thereof.
(5) 
Twenty-five cents for each shopping bag exceeding four.
(6) 
Seventy-five cents for each suitcase or golf bag exceeding three when the destination is outside the City limits.
(a) 
All taxi fares shall be computed on the basis of speedometer reading at rates and for distances as set forth in this section.
(7) 
Notwithstanding any provision of this chapter to the contrary, the fare for senior citizens, those 65 years of age or older and handicapped individuals for the purpose of this chapter, shall be discounted at 10% of the permitted fare, and the maximum taxi fare for such senior citizens or handicapped individuals shall be $5.50 for one trip within the City of Clifton.
C. 
Every taxi shall have a rate card setting forth the authorized rates of fare, including the rate for senior citizens and handicapped individuals as above indicated. The rate card shall be displayed in such a place as to be in view of all passengers.
A. 
Taxi and limousine stands are prohibited in the City of Clifton.
B. 
Nothing in this section shall, however, prohibit a taxi or limousine from waiting for a specific client at a specific, agreed-upon location as long as the taxi or limousine does not hinder the flow of traffic.
C. 
No solicitation of passengers from a vehicle is permitted.
