As used in this chapter, the following terms shall have the meanings indicated:
DISTRIBUTOR
Any business, entity, company or individual who is responsible for the distribution of handbills within the Township or who directs or provides handbills to persons to distribute within the Township.
HANDBILLS
Includes any printed or written matter, any sample or device, circular, leaflet, pamphlet, paper, booklet, plastic bag containing printed material or any other printed matter or literature which is not delivered by United States mail, except that "handbill" shall not include a newspaper.
PREMISES
Any residence, commercial building or other structure which has a mailing address assigned to it and includes appurtenant structures including but not limited to mailbox posts and structures.
SOLICITOR
Individual, entity, company or other person who is responsible for the distribution of handbills within the Township of Grosse Ile, and said definition includes "distributor."
A. 
No person shall place any handbill upon any premises if requested by anyone thereon not to do so or there is placed on the premises in a position near the doorway entrance thereof a notice indicating that the occupants of said premises do not desire to have solicitors or do not desire to have handbills left at their premises. Any posted notice on or near the front door to the premises such as "No Solicitors Allowed" or "No Handbills"or similar type language is sufficient notice that handbills shall not be left at the premises.
B. 
No handbill may be attached or affixed to any mailbox or other structure (other than the building or home) belonging or appurtenant to the residence or commercial building. This prohibition shall not apply if the material is deposited in a box designed to hold the handbills provided the distributor or solicitor has obtained prior permission from the property owner to place a box on the premises for that purpose.
C. 
No person may make any alteration or addition to a mailbox post or structure for any purpose without receiving permission from the property owners.
D. 
No person shall place any handbill in or upon any private premises except by handing or transmitting any such handbill directly to any person then present in or upon the private premises or by placing or depositing any handbill upon the building or home in such a manner so as to prevent it from being carried away by the elements, or by placing the handbill in a box designed for that purpose.
Any distributor and solicitor shall provide to the Township Clerk, prior to the distribution of handbills within the Township, their name, address and telephone number. A distributor may register on behalf of its solicitors.
Any solicitor, distributor or any other person who in any way violates any provision of this chapter shall be responsible for municipal civil infraction for each property address or location where said violation occurs. The responsible party shall pay a fine not to exceed $500 plus court costs for each location that said violation occurs.
