Before the erection, construction, alteration, or
removal of any building or structure, or part of the same, is begun,
the owner or builder shall submit to the construction official, or
the appropriate subcode official where the construction involves only
one trade or subcode, an application, in duplicate, on appropriate
blanks to be furnished by the Construction Office, containing a statement
of the proposed work and accompanied by two full and complete sets
of all plans and specifications of such proposed work, and such detail
structural drawings and specifications thereof as the construction
or appropriate subcode official may require.

Each application shall be accompanied by a survey
giving the location of the proposed building, operation, its proposed
use and the established cost of the work.

The erection, construction, alteration, or removal
of the building, structure, or any part thereof shall not be commenced
or proceeded with except after approval by the construction official
of the applications, plans and detail drawings and the issuance of
a written permit. In case adequate plans and statements are presented,
the construction official may, at his discretion, issue an approval
and permit for the construction of a part of the building before the
approval of the application and plans of the complete structure.

After plans and specifications for any proposed work
shall have been approved, one set of such plans shall be filed and
kept by the construction official, and another set of such plans,
with the approval of the construction official stamped or written
thereon, shall at all times be kept on or about the building or other
structure to be erected while it is in the course of construction.
If not so kept, the construction official shall stop all work on any
such building or structure and revoke the permit granted for the erection
thereof.

This application shall be signed by the owner
or his agent. Such plans and application shall be kept on file by
the construction official for reference and are hereby declared to
be public records. They shall be available for inspection at all reasonable
times for purposes which, in the judgment of the construction official,
are legitimate. Such inspection shall not include the right to copy
any plan or specification, which shall be prohibited.
