A. 
No person shall operate any type of unlicensed motor-driven vehicle or conveyance, including but not necessarily limited to two-wheel motor vehicles commonly known as "minibikes," rail bikes, motor scooters, motorcycles, snowmobiles, all-terrain vehicles, and four-wheel motor vehicles commonly known as "go-carts," upon any public property or Borough-owned land, or lakes in the Borough.
B. 
No person shall operate any motor vehicle, whether licensed or unlicensed, on any Borough-owned lands or public property other than streets, roads or highways or such trails designated by the Borough.
For the purpose of this chapter, the terms used herein shall be defined as follows:
BOROUGH-OWNED LANDS
All parks, recreation areas, ball parks, lake areas, storage facilities, garage areas, Board of Education property, and any and all other Borough-owned land and premises.
PUBLIC PROPERTY
All streets, sidewalks, easements or any other areas dedicated or commonly used for vehicular or pedestrian traffic or other public use.
The operation of motorcycles or unlicensed motor-driven vehicles, except maintenance vehicles, shall be additionally prohibited upon private property, unless the operator of the motor-driven vehicle shall have in his possession expressly written permission to operate the vehicle on the private property by the owner of the property.
No person shall operate any motorcycle or unlicensed motor-driven vehicle in a manner so as to create loud, unnecessary or unusual noise so as to disturb or interfere with the peace and quiet of other persons.
No person shall operate any motorcycle or unlicensed motor-driven vehicle in a careless, negligent or reckless manner so as to endanger the safety or property of any person.
A. 
Any employee of the Borough may operate a motorcycle or unlicensed motor-driven vehicle for the purpose of maintaining, repairing or doing any public work within the scope of his employment.
B. 
The provisions of this chapter shall not prohibit motorized bicycles, commonly known as "mopeds," from being operated on Borough streets.
No parent, guardian or any person having the care, custody and control of any child under the age of 17 years shall permit such child to operate a motor-driven vehicle in violation of the terms of this chapter.
