As used in this article, the following terms
shall have the meanings indicated:
Includes new construction, additions, renovations, bulkheading
and construction of docks, decks, driveways, swimming pools, tennis
courts and all other accessory structures. This definition shall not
include exterior painting, siding, awnings, cesspools, septic tanks,
wells, sprinklers or roofing.
A.
Before any clearing, excavation or exterior construction
work is commenced on any property encumbered by a surface water quality
control buffer, conservation easement or scenic easement, the owner
shall cause the boundary lines of the protected buffer or easement
abutting the proposed clearing, excavation of exterior construction
to be delineated, staked or marked out on the site by a licensed surveyor.
B.
In addition to causing the boundary line of the buffer
or easement to be marked, the owner or his agent shall erect and maintain,
during the entire period of all clearing, excavation or exterior construction
work, a barrier fence of woodlath or its equal (snow fence) along
the boundary line of the easement or buffer so marked, to remain in
place until the final inspection of all completed work by the Town
Building Department.
