No official, officer or employee of the Town of Old Saybrook or any member or employee of any board, agency or commission of said Town shall be financially interested, or have any personal beneficial interest, either directly or indirectly, in any contract or purchase order for any supplies, materials, equipment or contractual services furnished to or used by the board, agency or commission of which he or she is a member or of which he or she is an employee.
No official, officer or employee of the Town of Old Saybrook or any member or employee of any board, agency or commission of said Town shall accept or receive directly or indirectly, from any person, firm or corporation to which any contract or purchase order may be awarded by the Town of Old Saybrook or any of its boards, agencies or commissions, by rebate, gifts or otherwise, any money, or anything of value whatsoever, or any promise, obligation or contract for future reward or compensation.
Any person who violates any of the provisions of §§ 12-1 and 12-2 of this chapter shall be fined not more than $200 or imprisoned for a period of not more than 60 days, or be both so fined and imprisoned.
In the event that any person violates the provisions of § 12-1 or 12-2 of this chapter, then, whether or not said person is prosecuted under the criminal provisions of this chapter, the responsible contracting agent of the Town of Old Saybrook shall have the right to void any existing contract for the purchase of materials, services or the like existing between any such person and said Town.
This chapter shall take effect one year from the date of its adoption by the Town of Old Saybrook. The continuation of an executory contract entered into prior to the effective date of this chapter shall not be a violation of § 12-1 hereof nor shall the Town of Old Saybrook have the right to void said contract under the provision of § 12-4 hereof.
