The State Building Code promulgated in accordance with C.G.S. § 29-251, as that Code may be amended from time to time, is hereby adopted by the Town of Old Saybrook.
The Town Building Official shall designate a fee schedule for the purposes of assessing fees associated with the processing of building permits, plan reviews, and certificates of occupancy. This schedule of fees shall be subject to approval by the Board of Selectmen. The effective date of the fee schedule shall be effective upon publication in a newspaper having substantial circulation within the Town of Old Saybrook.

Fees associated with projects for which a building permit is required, as defined in the State Building Code effective at the time of issuing the permit, shall be waived for municipal buildings and structures and for buildings and structures owned by nonprofit organizations.
Fees and costs for special or technical services deemed necessary by the Town Building Official for the proper execution of his or her duties shall be assessed and borne by the owner of the property.
A municipal Building Code Board of Appeals consisting of five persons entitled to vote at the Town Meeting of the Town of Old Saybrook shall be appointed by the Board of Selectmen to decide appeals from the decisions of the Town Building Official, in accordance with the provisions of the State Building Code. Membership on the Board of Appeals shall be for a five-year term.
