From and after the effective date of this article, it shall be unlawful for any person, firm, partnership, association, corporation or any agent, servant or employee thereof to dump or discard along any street or road, on or off any right-of-way, any household or commercial solid waste, rubbish, refuse, junk, vehicle or vehicle parts, rubber tires, appliances, furniture or private property, except by written consent of the owner of said property, in any place not specifically designated for the purpose of solid waste storage or disposal.
Any person or persons, firm, partnership, association or corporation or any agent, servant or employee thereon who shall violate any of the provisions of this article shall, upon conviction thereof, be subject to a fine of not less than $5 and not more than $500, and, in default of the payment thereof, may be sentenced to imprisonment in the County Jail for a term not exceeding 30 days. Every day on which such violation continues shall constitute a separate offense.
