GENERAL REFERENCES
Open space trust fund — See Ch. 39.
There is hereby established in and for the Township
of Readington an Open Space Advisory Board.
The Open Space Advisory Board shall have the
responsibility to:
A.
Meet at least four times per year.
B.
Make recommendations to the Township Committee regarding
open space in the Township.
C.
Update the open space plan on an annual basis.

D.
Engage in public outreach regarding open space matters
on behalf of the Township such as through newsletter articles and
encouraging and receiving citizen output.
E.
Carry out such other advisory, educational and informational
functions as will promote open space preservation in the Township.
F.
Keep records of its meetings and activities and make
an annual report to the Township Committee. The Board may select a
Secretary for this purpose, who may or may not be a member of the
Open Space Advisory Board.
A.
The Open Space Advisory Board shall consist of nine
members appointed by the Mayor and approved by the remainder of the
Township Committee. The Board shall include one member of the Township
Committee, one member of the Planning Board, one member of the Environmental
Commission, and the rest, from the public at large; all members shall
be residents of Readington Township. The members shall serve without
compensation, except that they shall be reimbursed for expenses incurred
in the performance of official business. The Mayor shall designate
one of such members to serve as Chairman and presiding officer of
the Board; the Mayor shall also designate a Vice Chairman. The terms
of office of the first Board shall be for one, two or three years,
to be designated by the Mayor in making his or her appointments, and
their successors shall be appointed for terms of three years and until
the appointment and qualification of their successors. The first members
of the Board shall be appointed so that the terms of two of the members
will expire each year.

B.
A vacancy occurring otherwise than by expiration
of term shall be filled by the appointing authority for the unexpired
term only.
C.
No member may act on any matter in which he or she
has, either directly or indirectly, any personal or financial interest.
D.
A member of the Open Space Advisory Board may (after
public hearing if he or she requests it) be removed by the governing
body for cause.
A.
All meetings shall comply with the New Jersey Open
Public Meetings Act (N.J.S.A. 10:4-7 et seq.).
B.
The Open Space Advisory Board may secure the voluntary
assistance of the public. It may also appoint such clerks or other
employees as it may from time to time require and may retain consultants
or experts, provided that, under both circumstances above, same shall
be within the limits of funds appropriated to it by the Township Committee.

A.
Number. Two alternate members shall be appointed to
the Readington Township Open Space Advisory Board.
B.
Appointment by Township Committee. The alternate members
shall be citizens of the Township of Readington, appointed by a majority
vote of the Readington Township Committee. The alternate members shall
be designated at the time of appointment by the Township Committee
as "Alternate No. 1" and "Alternate No. 2."
C.
Term. The terms of the alternate members shall be
for two years, except that the terms of the alternate members first
appointed shall be two years for Alternate No. 1 and one year for
Alternate No. 2 so that the terms of not more than one alternate member
shall expire in any one year. A vacancy occurring otherwise than by
expiration of term shall be filled by the appointing authority for
the unexpired term only.
D.
Conflict of interest. An alternate member shall not
be permitted to act on any matter in which the alternate member has,
either directly or indirectly, any personal or financial interest.
E.
Removal from office. An alternate member may, after
public hearing, if the alternate member requests one, be removed from
office by the Township Committee for cause.
F.
Voting. An alternate member may participate in discussions
of the Readington Township Open Space Advisory Board, but may not
vote except in the absence or disqualification of a regular member.
A vote shall not be delayed in order that a regular member vote instead
of an alternate member. In the event a choice must be made as to which
alternate member is to vote, Alternate No. 1 shall vote first.
