No Township official or employee of the Township of Ridley whose office is accompanied by a salary or fees shall perform any act that is contrary to the utmost good faith in all matters pertaining to his duty toward the Township of Ridley and its property, nor shall any such person do any act or deed that is in conflict between the best interest of the Township and any other person.
No Township official or employee shall accept any remuneration or other valuable thing which could influence the decision or action of the Board of Commissioners or any of its boards, commissions or committees.
Any plan prepared by the Township Engineer affecting the Township or property in the Township and paid for by other Township funds shall be subject to the strictest scrutiny by the Board of Township Commissioners or by the board, committee or commission to which it is presented, and, where there is a serious question arising from the appropriateness or efficiency of the plan, the body to which it is presented is invested with the power, at the expense of the applicant, to engage a disinterested engineer to review the same for approval or disapproval of said plan.
The Township Solicitor shall not represent any person other than the Township in any matter before the Board of Township Commissioners or before any of its boards, committees or commissions, but such restriction shall not be deemed to include the preparation, on behalf of the Township, of any contract, the cost of which shall be paid by the other party. Where there is a serious question arising from the appropriateness or legality of the agreement prepared by the Township Solicitor, the Township Commissioners, at the expense of the other party, shall have the right to engage other counsel to pass upon the appropriateness or legality of the agreement.
No inspector in the employ of the Township shall inspect his own work, and any work done by the inspector in the Township shall be inspected by an independent inspector who shall receive the usual fee for such inspection.
