[HISTORY: Adopted by the Town Council of the Town of Rocky Hill 4-3-1972 by Ord. No. 23-72. Amendments noted where applicable.]
There is hereby established a Mental Health Committee to serve the Town of Rocky Hill and receive moneys and authorize their expenditure in order to provide an effective local mental health program.
The Committee shall consist of 12 members appointed by the Town Council for three-year terms. The initial appointments shall be made as follows: four members for one-year terms; four members for two-year terms; four members for three-year terms. All terms shall run from December 1 of the year of appointment. No member shall be appointed for more than two consecutive three-year terms.
Appointments shall be made from among names recommended by the Mental Health Committee. The criteria for appointment includes previous experience or responsibility in the mental health or related services; professional expertise in such fields; and unusual interest or concern in the areas of community social services.[1]

The Committee shall be responsible for preparing and operating a comprehensive and effective local mental health program.
The Committee shall be empowered to establish bylaws relating to the internal structures and procedures of said Committee.
