A. 
The following fees are hereby established for services rendered by the Recorder of Deeds in and for Sussex County:

(1) 
For recording, comparing and certifying an official obligation: $9 per page.
(2) 
For recording, comparing and indexing a private act of assembly, deed, mortgage, declaration, chattel mortgage, release, assignment, contract of marriage or other paper proper to be recorded: $9 per page.
(3) 
For recording any plot, plat, survey, or similar site plan: $30 per page.
(4) 
For a certificate under hand and seal of office: $5.
(5) 
For a certified copy, office copy or exemplified copy for any record photocopied: $5 per page.
(6) 
For a certificate under hand of the date the receiving mortgage is recorded: $5.
(7) 
For furnishing a list of mortgages under hand and seal of office to the Sheriff for applying proceeds of sale of lands taken in execution, or otherwise: $5.
(8) 
For conveyance and lien searches, time consumed in making the same, first hour and per name: $10; each additional hour: $5.
(9) 
For maintenance fee: $1 per document. (This fee is to be used for the maintenance and preservation of the Recorder of Deeds records.)
(10) 
For release of judgment at the time of recording to be paid to the Prothonotary: $2.
(11) 
For recording, comparing and indexing a mortgage satisfaction piece: $15.
(12) 
For photocopies or certified copies of military discharge: No charge.
(13) 
For mailed photocopies: $5 for the first page and $0.50 for each additional page.
(14) 
For photocopies (up to a maximum of 8 1/2 inches by 14 inches) taken in the office: self service at the rate of $0.30 per page, and Recorder of Deeds staff serve at the rate of $0.40 per page.
(15) 
For photocopies 11 inches by 17 inches) taken in the office: $1 per page.
(16) 
For printed copies of a plot generated by the plot printer: $5 per page.
(17) 
For a document history search from the Delaware Corporation Information System: $10 per company.
(18) 
For expedited return of original documents: $25 plus $2 per page, per instrument.
(19) 
For photocopies of documents filed pursuant to the Uniform Commercial Code: $2 per page.
B. 
Definitions/regulations of record page.
(1) 
A "record page" shall consist of 45 lines; a "line," when used as a measure of computation, shall mean eight words, as this article shall relate to all documents proper to be recorded, excepting plots, plats, surveys or other site plans.
(2) 
A "record page," for the purpose of recording a plot, plat, survey or other site plans, shall consist of paper not exceeding in dimensions 24 inches by 36 inches.
(3) 
Any plot, plat, survey or other site plan which shall be attached to another document and incorporated therein, and which shall be in dimension less than 8 1/2 inches 13 1/2 inches, shall be considered as an additional page of the original document.
C. 
The following fees are hereby established for Internet document retrieval as follows:

(1) 
Monthly subscriber charges for unlimited downloading of documents:
(a) 
Single-user login fee: $50.
(b) 
Enterprise fee, up to 10 logins/users: $300.
(2) 
Nonsubscriber charges, per document downloaded: $1.
(3) 
The Recorder of Deeds shall establish a standard subscriber agreement that requires payment of a monthly fee for the subscriber option selected, entitling subscribers to download unlimited copies of documents at the monthly rate set forth above. The subscriber agreement must be executed by the subscriber(s) and may provide options for payment on a monthly, quarterly or annual basis.
(4) 
The Recorder of Deeds shall establish and maintain an online payment system that will permit users of the digitized document search and retrieval system to pay for services provided to them using debit or credit cards or other commercially acceptable electronic payment methods.
