It shall be unlawful for any person to place, deposit or permit to be deposited in any unsanitary manner on public or private property anywhere within the Unified Sanitary Sewer District any wastewater, solid waste or any other objectionable waste matter.
It shall be unlawful to discharge to any natural outlet anywhere within Sussex County any sewage or other polluted waters.
Where public sewers are legally and technically available within the Unified Sussex County Sanitary Sewer District, it shall be unlawful to construct or maintain any privy, septic system, cesspool or other methods intended or used for the on-site disposal of sewage.
A. 
The owners of all houses, buildings or properties used for human occupancy, employment, recreation or other purposes situated within the Unified Sussex County Sanitary Sewer District and abutting on any street, alley or right-of-way in which public sewer is legally and technically available are hereby required, at their expense, to connect in accordance with the provisions of this chapter within 120 days or as specified in the official notice to connect.
B. 
Any connection must be made in accordance with the Technical Bulletin for Building Sewer and Water Service and Article VIII of this chapter.
C. 
When any houses, buildings or properties are connected to the public sewer system on-site disposal facilities shall be abandoned in accordance with all applicable State of Delaware, DNREC regulations.
