If any person other than a law enforcement officer, within the corporate limits, control or jurisdiction of the Town, fires or discharges any cannon, gun, fowling piece, pistol or firearm of any description, BB gun, or pellet gun; or sets off any squib, firecracker or other thing containing powder, combustible or explosive material without permission from the Town Council or written permission from the Mayor, which permission shall limit the time of such firing and shall be subject to revocation by the Mayor or Town Council any time after the same has been granted, every such person shall, upon conviction, be punished as provided by Article IX, Penalty, of this chapter.
