After September 1, 1951, no garbage, waste materials or waste food from any source shall be brought into Alexandria Township for the purpose of feeding the same to swine.
No person, persons or corporation shall be permitted to keep, maintain or have in their possession in Alexandria Township more than 300 head of swine.

Any person who violates any of the provisions of this article shall, upon conviction thereof, be penalized as provided in Chapter 1, General Provisions, Article I.

Any person who shall own, keep or harbor a dog of licensing age (seven months) shall, before January 31, 1977, and annually thereafter, apply for and procure from the Clerk of this municipality, or other official designated by the governing body thereof to license dogs in this municipality, a license and official metal registration tag for each such dog so owned, kept or harbored and shall place upon each such dog a collar or harness with the registration tag securely fastened thereto.
A. 
The person applying for the license and registration shall pay the sum of $15 for the license and registration tag for each neutered or spayed dog and for each annual renewal thereof; provided, however, that any person applying for a license and registration tag after February 12 in any year shall pay a fee therefor in accordance with the following schedule: $25.

B. 
The person applying for the license and registration shall pay the sum of $18 for the license and registration tag for each nonneutered or nonspayed dog and for each annual renewal thereof; provided, however, that any person applying for a license and registration tag after February 12 in any year shall pay a fee therefor in accordance with the following schedule: $25.

C. 
Said licenses, registration tags and renewals thereof shall expire on the last day of January in each year.

Dogs used for guides for blind persons and commonly known as "Seeing Eye" dogs, dogs used to assist handicapped persons and commonly known as "service dogs," or dogs used to assist deaf persons and commonly known as "hearing ear" dogs shall be licensed and registered as other dogs hereinabove provided for, except that the owner or keeper of such dog shall not be required to pay any fee therefor.

A. 
The owner of any newly acquired dog of licensing age or any dog which attains licensing age shall make application for a license and registration tag for such dog within 10 days after such acquisition or age attainment. The person applying for such license and registration shall pay the fees as set forth in § 59-5 or § 59-6 as applicable.
B. 
Any person who shall bring or cause to be brought into the Township of Alexandria any dog licensed in another state for the current year and bearing the registration tag shall not keep the same or permit the same to be kept within the Township of Alexandria for a period of more than 90 days unless the dog has been licensed and registered in the Township of Alexandria. The person applying for such license and registration shall pay the fees as required in § 59-5 or § 59-6 as applicable.
C. 
Any person who shall bring or cause to be brought into the Township of Alexandria from without the State of New Jersey an unlicensed dog and shall keep the same or permit the same to be kept within the Township of Alexandria for a period of more than 10 days shall immediately apply for a license and registration tag for such dog. The person applying for such license and registration shall pay the fees as required in § 59-5 or § 59-6 as applicable.
A. 
Any person who keeps or operates or proposes to establish a kennel or pet shop shall apply annually to the governing body of the said Township for a license entitling him to keep or operate such establishment.

B. 
The application shall describe the premises where the establishment is to be located or proposed to be located, the purpose or purposes for which it is to be maintained and shall be accompanied by the written approval of the Board of Health of the said Township, showing compliance with the local and state rules and regulations governing the sanitation of such establishment.
C. 
The annual license fee for a kennel providing the accommodations for 10 or less dogs shall be $10 a year and for more than 10 dogs, $25 a year. The annual license fee for a pet shop shall be $10 a year.
D. 
The said license shall be issued annually and shall run on a fiscal basis (12 months) from June 30 to July 1.

E. 
No dog kept in a kennel or pet shop shall be permitted off the sold premises, except on a leash or in a crate or under safe control.
License fees and other monies collected or received under the provisions of this article shall be disposed of according to law.
A. 
No dog shall be permitted off the premises of the owner or the person keeping or harboring the said dog except on a leash or in the company of the owner or person keeping or harboring said dog.
B. 
Any dog legally picked up and impounded by the Animal Control Officer cannot be reclaimed by the owner until fees of $5 for the pickup and the impounding, plus $1.50 per day board are paid.

C. 
The Animal Control Officer shall take into custody and impound or cause to be taken into custody and impounded and thereafter destroyed or disposed as provided in this section:

(1) 
Any dog off the premises of the owner or the person keeping or harboring said dog which said official or his agents have reason to believe is a stray dog.
(2) 
Any dog off the premises of the owner or of the person keeping or harboring said dog without a current registration tag on his collar.
(3) 
Any female dog in season off the premises of the owner or of the person keeping or harboring said dog.
(4) 
Any dog or other animal which is suspected to be rabid.
(5) 
Any dog or other animal off the premises of the owner reported to, or observed by, a certified animal control officer to be ill, injured or creating a threat to public health, safety or welfare, or otherwise interfering with the enjoyment of property.
D. 
If any dog so seized wears a collar or harness having inscribed thereon or attached thereto the name and address of any person or a registration tag or the owner or the person keeping or harboring said dog is known, the Animal Control Officer shall forthwith serve on the person whose address is given on the collar or on the owner or the person keeping or harboring said dog, if known, a notice in writing stating that the dog has been seized and will be liable to be offered for adoption or destroyed if not claimed within seven days after the service of the notice.

E. 
A notice under this section may be served either by delivering it to the person on whom it is to be served, or by leaving it at the person's usual or last known place of abode, or at the address given on the collar, or by forwarding it by post in a prepaid letter addressed to the person at his usual or last known place of abode, or to the address given on the collar.
F. 
When any dog so seized has been detained for seven days after notice, when such notice can be given as set forth above, or has been detained for seven days after seizure, when no notice has been given as above set forth, and if the owner or persons keeping or harboring said dog has not claimed said dog and paid all expenses incurred by reason of its detention, and if the dog be unlicensed at the time of the seizure and the owner or person keeping or harboring said dog has not produced a license and registration tag for said dog, the aforesaid Animal Control Officer may cause the dog to be offered for adoption or destroyed in a manner causing as little pain as possible.

A. 
No person shall allow any dog or other domestic animal in their keeping, custody, control or ownership to bark, howl, cry or make other noises for any period longer than 1/2 hour between the hours of 9:00 p.m. and 7:00 a.m. or allow a dog or other domestic animal on two or more occasions to make noise for intervals of more than 1/2 hour at any time of the day or night. Nothing in this section shall prohibit the normal or occasional barks, cries, howls or other noises associated with such dog or domestic animal.
B. 
Prior to a complaint being filed against any person for violating this section, the person shall receive a courtesy letter from the Township. Upon the next occasion that a violation of this section occurs, the person shall receive a warning from the Township Animal Control Officer, Zoning Officer or police advising of the violation of this section, and the warning shall notify that if another violation occurs, a complaint will be filed in Municipal Court to enforce the terms of this section, and for penalties as permitted in this article.
C. 
Notwithstanding the foregoing, any facility owned or operated by the Township of Alexandria, or licensed as a dog kennel, or dog/animal shelter, shall be exempt from this section.
D. 
Upon conviction for violating this section, a person shall be subject to the penalties as provided in Chapter 1 of the Ordinances of the Township of Alexandria.

Except as provided in N.J.S.A. 4:19-15.19, violations of the provisions of this article shall be punishable as provided in Chapter 1, General Provisions, Article I.
