The Parks, Grounds and Recreation Committee shall have primary responsibility for the following:
A. 
Management and maintenance of all public grounds of the Borough.
B. 
Recreation facilities.
C. 
The Environmental Commission.
D. 
Dune management.
E. 
Functioning as a liaison with the Bay Head Improvement Association.
The Finance Committee shall have primary responsibility for the following:
A. 
Examination and review of all vouchers prior to their presentation to the Council for approval of payment.
B. 
Administration, practices, procedures and records of:
(1) 
The Tax Collector.
(2) 
The Chief Financial Officer.
(3) 
The Tax Assessor.
(4) 
Sewer billing and collection.
C. 
Municipal budget preparation and management.
D. 
Functioning as a liaison between the Council and the municipal auditor and any other body or organization on financial matters.
The Legal and Planning Committee shall have primary responsibility for the following:
A. 
Functioning as a liaison with the Municipal Attorney.
B. 
Litigation and other legal matters.
C. 
Functioning as a liaison with the Municipal Court.
D. 
Insurance.[1]

The Public Safety Committee shall have primary responsibility for the following:
A. 
Fire Department and first aid functions.
B. 
The Fire Department budget.
C. 
The Police Department.
D. 
The Police Department budget.
E. 
Traffic safety and ordinances relating thereto.
F. 
Police contract negotiation and administration.
G. 
Emergency management (shared responsibility with the Mayor).
The Public Services Committee shall have the primary responsibility for the following:
A. 
The Code Enforcement Official.
B. 
The Construction Department.
C. 
Functioning as a liaison with water, electric, gas and cable companies.
D. 
Functioning as a liaison with public health authorities.
E. 
Welfare administration.
F. 
Functioning as a liaison with the Planning Board.

The Public Works Committee shall have primary responsibility for the following:
A. 
Public Works Supervisor and his office.
B. 
Street construction, maintenance, drainage and cleaning.
C. 
Approval of street openings.
D. 
Maintenance of vehicles and other equipment, as assigned.
E. 
Functioning as a liaison with contractors on solid waste.
F. 
The municipal sewer system.
G. 
Long-range planning for construction, reconstruction and repairs of the street, sewers and drainage systems of the municipality.
H. 
Recycling.
I. 
Management and maintenance of all public buildings and parking lots of the Borough, except the firehouse.
