The Beach Haven First Aid Squad, Inc., shall be and is hereby recognized as the official ambulance service and first aid service providing emergency transport service and other emergency services in and for residents of the Borough of Beach Haven, County of Ocean, State of New Jersey.
No person shall hereafter become a member of the Beach Haven First Aid Squad unless and until they have met all of the qualifications for membership as set forth in the Bylaws of the Beach Haven First Aid Squad.

No member of the Beach Haven First Aid Squad, Inc., shall have been convicted of any disqualifying offense as determined by the New Jersey Department of Health for the position of EMT within this state, any other state, or by the federal government. Every applicant for membership in the Beach Haven First Aid Squad, Inc., shall have submitted his/her fingerprints, and all other necessary paperwork, to the Beach Haven First Aid Squad for a complete criminal history and motor vehicle background check.

Every person seeking to join the Beach Haven First Aid Squad, Inc., shall make application in writing to the company, stating date and place of birth and, if naturalized, give date and place, residence, and physical condition.
Every active member of the Beach Haven First Aid Squad, Inc., shall in each and every year be required to respond to not less than 24 medical emergency calls.

An accurate record shall be kept by the Secretary of said Beach Haven First Aid Squad, Inc., and reported under oath by the President of said Beach Haven First Aid Squad, Inc., and attested to by the Secretary of that organization to the Council of the Borough of Beach Haven on or before January 15 of each and every year.
The recognition of the Beach Haven First Aid Squad, Inc., as the official ambulance service of the Borough of Beach Haven shall not preclude the operation of private ambulance services when requested by citizens or residents of the Borough of Beach Haven, provided such private ambulance services strictly comply with the following rules and regulations:
A. 
No such ambulance service shall provide service to any citizen or resident of the Borough of Beach Haven or any other person in said Borough unless and until such ambulance service has first provided to the person securing such service a written statement of charges to be rendered for the service to be provided, and no charges in excess of the written statement of charges provided in advance shall be permitted to be collected by such private ambulance service.
B. 
Any private ambulance service wishing to provide ambulance service for residents of the Borough of Beach Haven or visitors to the Borough of Beach Haven shall post with the Chief of Police of the Borough of Beach Haven in advance of providing any such service a schedule of fees and charges to be rendered to users of that ambulance service, and no charges shall be rendered in excess to the fee schedule posted with the Chief of Police of the Borough of Beach Haven for such private ambulance service.
C. 
Any violation by a private ambulance service of the provisions of this chapter shall be punished as provided in § 1-16 of the Beach Haven Code.
