No outdoor or open burning of any kind shall be permitted within the Village.
Section 132-1 does not apply to the following:
A. 
Outdoor cooking over a fire, or a campfire, of not more than three feet, contained in a device or structure for such use.
B. 
Open burning at the Village brush dropoff site carried out by Village employees.
C. 
Where permission has been given for open burning and has been issued by designated Fire Department officers.
Material for permitted open burning may not include rubbish, garbage, any material coated with or made of paint, rubber, plastic, leather, or petroleum-based materials and may not contain any flammable or combustible liquids or woods treated with preservatives.
Open burning that is permitted shall be constantly attended and supervised by a competent person until such fire is extinguished; this person shall have fire-extinguishing equipment readily available.
Any illegal open burning violating this chapter and requiring the Fire Department to respond shall, in addition to the penalty provided herein, be liable to the Village for the current charge for a fire run by the Balsam Lake Fire Department.
Except as otherwise provided, any person who shall violate any provision of this chapter shall be subject to a penalty as provided in Chapter 1, § 1-4, of this Code.
