The Village shall operate an electric utility known as the "Black Earth Electric Utility" under the provisions of Chs. 66 and 196, Wis. Stats., subject to rules and regulations of the Wisconsin Public Service Commission.
Subject to approval of the Wisconsin Public Service Commission, the Village Board shall from time to time adopt rates, rules and regulations for the Black Earth Electric Utility. Current rates, rules and regulations of the Black Earth Utility shall be kept on file in the office of the Village Clerk-Treasurer and open to public inspection during regular office hours.
Delinquent electric bills not paid by November 1 of any year, including unpaid delinquent bills for the last three months of the previous calendar year, shall be assessed to the property served as charges for current services and placed on the tax roll for collection as provided in § 66.0627, Wis. Stats. The Village Clerk-Treasurer shall place such delinquent charges on the tax roll of the Village and shall notify the clerks of all other municipalities in which the Black Earth Electric Utility provides service and which have approved such charges against properties located therein as provided in § 66.0707, Wis. Stats.
Customers shall be required to pay the cost of reconnection of service after a disconnection for nonpayment of bills. The minimum reconnection charge shall be established by the Village Board as provided in § 135-2.

It is the intent of this section that the Black Earth Electric Utility operated by Black Earth shall be authorized to collect for arrearages for electric services provided by such Utility, together with any penalty assessed or added thereon, by use of the procedures set forth in § 66.0809, Wis. Stats. By this section, Black Earth hereby authorizes use of the procedures in § 66.0809, Wis. Stats., and directs that such use shall be in accordance with the requirements of § 66.0809, Wis. Stats.
