No industry or commercial wastewater generators serviced by the so-called "South Belchertown sewerage system," which system discharges to the Town of Palmer sewerage system, shall discharge any wastewaters other than ordinary domestic waste to said sewerage system until and unless the Town of Palmer develops and implements other bylaws, ordinances, rules or regulations which have been approved by the state or federal agencies to regulate use of the sewerage system, particularly as it relates to so-called "pretreatment provisions." All costs related to the administration and enforcement of said bylaws, ordinances, rules or regulations shall be borne by all the affected users.
