As used in this chapter, the following terms shall have the meanings indicated:
SKATEBOARD
A narrow board constructed of wood, plastic, fiberglass or other substance, mounted on roller-skate-type wheels, designed to be ridden by a person or persons and which has no steering device or mechanism to steer or control the direction thereof while being used or ridden, even though the direction may be controlled to some degree by shifting the feet or weight of the rider during such use.

No person shall use or ride upon a skateboard on any pavement, sidewalk or parking lot within the Village of Ballston Spa unless such area is located within a designated skateboard area.
A. 
The penalty for a violation of any provision of this article shall be the imposition of a fine in a sum not to exceed $250 for each such violation and the confiscation of any skateboard used in violation of this article.
B. 
A violation of this article shall be deemed a violation.

A. 
All participants must supply their own equipment.
B. 
All participants must wear helmets, knee and elbow pads at all times. Wrist pads are recommended.
C. 
All participants must be fully clothed.
D. 
Abusive language will not be tolerated.
E. 
Alcoholic beverages will not be permitted at any time.
F. 
Bicycles are not allowed in or around the skateboard facility.
G. 
In the event of rain, the park will be closed.
H. 
Skateboards are to be used only in designated areas.
I. 
The park will be monitored.
J. 
All participants must register at the Area Center for Teens.
K. 
Abuse of the facility will result in permanent loss of privileges.
L. 
All other park rules and regulations apply.
A. 
All participants must register at the Ballston Area Community Center (BACC). All paperwork must be returned to one of the supervisors at the BACC.
B. 
Upon the receipt of the requested paperwork, a membership card will be issued.
C. 
Membership cards will be free to all residents that reside in the Middle Town Task Force (Village of Ballston Spa, Townships of Milton, Malta and Ballston.)
D. 
A fee of $50 will be charged to all nonresidents of each Middle Town each season. Only checks will be accepted, made payable to the Village of Ballston Spa.
E. 
All participants must register each season. (The skatepark season is considered to be from April through October 31 each year.)
F. 
Membership cards must be carried at all times. Members will be asked to leave the park if the card is not shown.
G. 
All lost ID cards may be replaced with an additional $1 charge.
H. 
All fees collected will be deposited into an account designated for the skatepark at the Village office for maintenance and upkeep of the park.
